General explosion safety rules of chemical productions and objects are prepared by group of specialists of bodies of the Promatomnadzor, State Labour Inspection, the companies of chemical and petrochemical industries of the Republic of Belarus.

With commissioning of these rules it is terminated General explosion safety rules for the explosion-fire-hazardous chemical, petrochemical and oil processing productions approved on September 6, 1988 by Gosgortekhnadzor of the USSR.

Introduction

These rules are developed according to the plan of the Promatomnadzor of the Ministry of Emergency Situations and recovery from the accident on the Chernobyl NPP of the Republic of Belarus (Ministry of Emergency Situations). Requirements of General explosion safety rules for the explosion-fire-hazardous chemical, petrochemical and oil processing productions approved on September 6, 1988 by Gosgortekhnadzor of the USSR are the basis for Rules. In case of development were considered: the experience of the Belarusian companies acquired in recent years by these rules, the management structure which developed in the Republic of Belarus the industry, the developing bonds of the Belarusian companies with suppliers of technologies and the equipment of the western countries. Recommendations of the International Labour Organization about the prevention of major industrial accidents and about the organization of liquidation of their effects, and also proposals of specialists of the Belarusian companies and organizations for optimization of safety requirements taking into account real opportunities in ensuring their accomplishment, and also the legislation and regulatory legal acts (documents) on safety issues and labor protections in the Republic of Belarus are considered.

Taking into account great value of human factor in safety of chemical productions in Rules requirements to operation, the officials and specialists creating and operating vzyvopozharoopasny productions are expanded.

1. General provisions

 

1.1. Scope and uses

1.1.1. Rules extend to productions with chemical, physical and chemical, physical processes on which formation of explosive environments (mix of gases, vapors and dust with air and other oxidizers, the substances inclined to explosive transformation), and objects of storage of explosion-fire-hazardous chemicals as a part of these productions is possible. *

1.1.2. Rules extend to the projectible, under construction and operating productions.

Degree and terms of reduction of the operating productions to requirements of the Rules connected with implementation of progressive technologies and means of explosion protection, replacement by modern types of the equipment, control facilities, management and protection are determined in each case by the employer * in coordination with bodies of the Promatomnadzor and State Labour Inspection.

1.1.3. These rules are obligatory for accomplishment by the officials and specialists occupied with designing, construction, production, installation, adjustment, testing and operation of explosion-fire-hazardous productions and objects.

1.1.4. Rules on operation which shall not reduce requirements of these rules can be developed for separate types of explosion-fire-hazardous productions and objects taking into account their specifics.

1.1.5. Personnel measures of protection from impact of the hazardous substances used or which are formed when conducting engineering procedures are developed according to the operating sanitary standards and rules.

1.1.6. Rules do not extend on:

facilities for production, to conversion and storage of the explosives (E) of military and industrial function;

transportation of dangerous and hazardous substances by vehicles, including pipeline;

use of the natural and liquefied gas (propane-butane) in life in cylinders.

1.1.7. Changes and additions can be made to Rules by the bodies which claimed and approved these Rules.

1.1.8. During the designing, construction, reconstruction and operation of explosion-fire-hazardous productions and objects along with these rules it is necessary to be guided by existing rules and rules on construction, protection and occupational health, fire safety, environmental protection by both other standards and regulating documents.

Possibility of separate departures from requirements of Rules shall be agreed with the Promatomnadzor in case of the corresponding reasons and taking measures to production safety.

 

1.2. Categorization of productions and objects on danger degree

1.2.1. For explosion-fire-hazardous productions and objects when designing the category of potential of explosion of the technological blocks constituting them shall be determined.

Depending on values of relative energy potentials - Qv and the specified weight explosive steam-gas sredym technological blocks according to table 1 are subdivided into three categories of potential of explosion.

Categorization of technological blocks on potential of explosion shall be made according to the General principles of quantitative assessment of potential of explosion of technological objects (appendix 1).

1.2.2. If in the technological block substances 1, 2 classes of danger or substance of ostronapravlenny action III and IV classes according to requirements of technical regulatory legal act in the field of technical regulation and standardization address, the category of the block shall be accepted one above, except technological blocks with Qv <10.

1.2.3. In case of placement of explosion-fire-hazardous productions or objects, in rooms (buildings, constructions) the category of rooms shall be determined by fire risk.

1.2.4. In case of the choice of necessary extent of explosion protection of electroinstallations, elements of control systems, PAZ, bonds and notifications for explosion-fire-hazardous production rooms and outside installations shall be determined explosive zones and be carried out according to requirements of technical regulatory legal act for electrical safety.

 

1.3. Procedure for creation and registration of explosion-fire-hazardous chemical productions and objects

1.3.1. Observance of requirements of explosion safety is controlled by state supervision bodies at all stages of creation and operation of explosion-fire-hazardous productions.

1.3.2. In Promatomnadzor the Ministries of Emergency Situations are registered and undertake under special state supervision the explosion-fire-hazardous productions and objects incorporating explosive technological blocks with Qv>9, and also blocks with Qv>6, if in them substances of the 1st and 2nd class of danger or substance of ostronapravlenny action of the 3rd and 4th classes of danger address.

1.3.3. The customer on construction of the company shall inform prior to works state supervision bodies on the planned construction, the reconstruction or modernization, changes of the technological scheme which are essentially changing the production technology.

1.3.4. The companies and the organizations performing works on designing, construction, installation, adjustment, operation, repair and liquidation of explosion-fire-hazardous productions and objects, and also on designing, production, adjustment, technical diagnosing and repair of processing equipment, training of specialists and workers for these productions shall obtain in accordance with the established procedure the corresponding licenses or permissions.

1.3.5. Specifications (task) for designing and construction of explosion-fire-hazardous production or object in the territory of the Republic of Belarus shall be submitted to the Promatomnadzor for approval, and the project documentation developed on them - to pass in accordance with the established procedure the examination on compliance to safety requirements.

1.3.6. Each production under control to the Promatomnadzor or object before construction shall be registered by the customer in this body. The document confirming registration is the license or the permission for construction (installation) of object.

For receipt of the license (permission) to construction (installation) of object the customer (administration of the company) shall submit the application and documentation provided by the relevant provision of the Promatomnadzor to the Promatomnadzor.

1.3.7. Explosion-fire-hazardous productions or objects after completion of construction are put in operation according to the procedure, the established SN of Belarus 1.03.04-92.

The customer accepting object in operation shall obtain the license (permission) of the Promatomnadzor for the right of operation of the entered production or object.

1.3.8. The explosion-fire-hazardous productions constructed on projects of foreign firms and based on the complete import equipment shall conform to requirements of these rules.

Drafts contract with foreign firms, specifications or design assignments of objects regarding conditions of application of foreign standards, safety rules and procedure for inspection, the admission of the equipment in operation shall be approved with the Promatomnadzor.

 

1.4. Requirements to officials and production personnel

1.4.1. On explosion-fire-hazardous productions the quantity of workplaces and number of production personnel shall be most limited.

On workplaces of these productions the conditions reducing fatigue and relaxation of attention shall be provided, duration of the working day (change) at working with harmful working conditions cannot exceed 8 hours.

1.4.2. Heads, specialists of the companies and citizens (entrepreneurs) occupied with implementation of the types of activity specified in Item 1.3. 2, shall have necessary preparation to undergo in accordance with the established procedure examination of these rules and other normative and technical documents in volume of the performed work.

1.4.3. Training, briefing, examinations in protection and labor safety and the admission of personnel to independent work are carried out according to the procedure, determined by the industry regulating documents developed on the basis of the requirements of the acting standards, standard rates, approved with the Promatomnadzor and State Labour Inspection.

1.4.4. The employers who are carrying out the licensed work types on explosion-fire-hazardous objects which are not part of the industry ministries or departments shall pass primary in case of the position assignment and repeated examinations of safety rules according to the procedure established by the existing cross-industry standards and regulating documents approved with the Promatomnadzor.

1.4.5. The heads and specialists of the companies having the explosion-fire-hazardous productions and objects under control to the Promatomnadzor irrespective of subordination and patterns of ownership, shall at least once in 5 years undergo advanced training according to the program approved with the Promatomnadzor.

1.4.6. The ministries (department) shall develop and approve lists of productions to which increased requirements on ensuring explosion safety, and also lists of professions and types of dangerous works are imposed. Lists of such works and professions are approved with the Promatomnadzor and State Labour Inspection.

The companies which are not part of the industry ministries or departments also shall have such approved lists.

1.4.7. Training of the workers performing the works included in the list of works and professions specified in Item 1.4.5 shall be conducted according to the programs approved with the Promatomnadzor. Primary examination of these workers on labor safety is carried out in the commissions with participation of representatives of the Promatomnadzor under approval.

1.4.8. Workers of explosion-fire-hazardous productions and objects shall undergo in accordance with the established procedure medical surveys.

1.4.9. The employers having explosion-fire-hazardous productions and objects shall provide:

safe operation of explosion-fire-hazardous productions and objects according to the project, requirements of these rules and other regulating documents;

training of production personnel and special rescue divisions for actions in emergencies and to the prevention of accidents, and also in cases of their origin - on localization, the maximum decrease in weight of effects;

availability technical and appliances necessary for timely accomplishment of actions for liquidation of emergencies and localization of accidents.

 

1.5. The organization of control of observance of requirements of Rules at the company

1.5.1. The employers having explosion-fire-hazardous productions and objects shall create the control system behind ensuring labor protection and safety of production, fulfillment of requirements of these rules and other regulating documents.

The control system shall be developed according to the existing standards, industry provisions, other regulations and provide: obligations of officials on protection and labor safety, forms and frequency of control, the analysis of security status on production, measures of moral and material impact.

1.5.2. At the companies having explosion-fire-hazardous production facilities technical supervision of condition, reliability and safety of the equipment, buildings and constructions, power stations, systems of antiemergency protection, control and management shall be organized.

Workers of technical supervision shall not be subordinate heads of the objects controlled by them.

Work of technical supervision of the companies, preparation and advanced training of the specialists occupied with supervision shall be organized according to requirements of relevant provisions about technical supervision.

 

1.6. Procedure for investigation of accidents, accidents and informing on them

1.6.1. The employer shall inform on the categorized and not categorized accidents which happened on explosion-fire-hazardous productions and objects, accidents state bodies of supervision and governing bodies according to the requirements of regulating documents determining procedure for their investigation.
