1. Approve Industrial safety rules for the petrochemical companies (are applied).

2. With entry into force of these Rules to consider not applied in the territory of Ukraine the "Safety rules for the companies of rubber industry" approved by the order of the Ministry of the oil-processing and petrochemical industry of the USSR of April 19, 1986 N 419 and the resolution of Gosgortekhnadzor of the USSR of March 27, 1986 N 7, of "The safety rule for the companies for production of asbestos technical products", approved by Gosgortekhnadzor of the USSR on July 29, 1980 (the protocol N 25) and the Ministry of the oil-processing and petrochemical industry of the USSR on August 22, 1980.

3. To the head of department of the organization of the state supervision of industrial safety on productions and objects of the increased danger Morozov V. M. in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To the head of department of normative and legal and legal providing Prokhorov V. V. in accordance with the established procedure to enter the order in the State register of regulatory legal acts concerning labor protection.

5. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

Industrial safety rules for the petrochemical companies

I. General provisions

1. These Rules extend to all subjects of managing on production of rubber products, asbestos technical products and technical carbon (further - the petrochemical companies).

2. Rules regulate requirements of rather safe performance of works and engineering procedures at the petrochemical companies.

3. In Rules terms are used in the values determined by the Law of Ukraine "About labor protection", the national Labor protection DSTU 2293-99 standard. Terms and determinations of the basic concepts (further DSTU 2293-99).

4. In Rules terms and determinations are used in the following values:

Rubber products (further - RTI) - technical products which main material for production is rubber with complex of certain properties, the most important of which is the capability to the return deformations, use as completing or as products of independent functional purpose.

Technical asbestos - chrysotile asbestos which on chemical composition is water magnesium silicate has fibrous structure and capability to be split on thin elastic, mechanically strong fibers that allows to receive permanent strong connections with various materials.

Technical carbon - product of thermooxidizing or thermal disintegration of hydrocarbon in gas phase, is used as the amplifier in rubber products.

5. Reducings:

Maximum allowable concentration - threshold limit values;

RTI - rubber products;

DBN - the state construction regulations;

III - sources of ionizing radiation;

WAD DRA - the diagonal and cutting aggregate;

II. General requirements of safety

1. The territory of the company and buildings located in it shall conform to requirements of the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 19.10.2004 of N 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01.001-04), the State health regulations of planning and building of the settlements approved by the order of the Ministry of Health of Ukraine of 19.06.96 of N 173, registered in the Ministry of Justice of Ukraine 24.07.96 for N 379/1404 (further - N 173-96) chipboard, and these Rules.

2. When designing new and reconstruction of operating plants on production of asbestos technical products shall be provided the most advanced production processes, flow lines, the modern equipment, means of mechanization and automation, including complex mechanization of works in warehouses, procurement departments when transporting asbestos, its dosing and mixing with different components of asbestos mixes (cement, fibers of other quality, cotton, artificial fibers, materials for production of frictional products, etc.).

3. Production processes and operation of processing equipment shall conform to requirements of the state standard specifications 12.3.002-75 interstate standards "SSBT. Production processes. General requirements of safety", GOST 12.2.003-91 "SSBT. Production equipment. General requirements of safety", GOST 12.2.045-94 "SSBT. Equipment for production of rubber products. 8. For pedestrians in the territory of the company it is necessary to provide walking paths and sidewalks which need to be supported in operability and purity, in winter time - to clear of snow and ice.

9. In places of crossing of railway lines with roads and drives of head of rails shall take place flush with roadbed or flooring.

10. In the territory of the company it is not allowed to stop rail cars on moving and transitions without locomotives. The uncoupled cars which stand near moving and transitions shall be placed not closer than 1 meter before moving (transition).

11. For transition via floor conveyors special bridges shall be provided.

12. In the territory of the company smoking is allowed only in the specially allotted and equipped places with text "Smoking area".

13. Reservoirs, tanks and other reservoirs for storage fuel and lubricants it is necessary to have in specially allotted places (sites) according to requirements of NAPB A.01.001-04.

14. For storage of different materials and loads in the territory of the company it is necessary to provide special platforms, racks and supports. Warehousing shall exclude fall or collapse of materials. The territory of the industrial platform shall be zoned with determination of the main industrial, transport and warehouse and auxiliary zones.

15. 18. Danger areas in the territory of industrial platforms of the companies, transport ways, in production rooms and on workplaces shall be designated by safety signs according to the state standard specification 12.4.026-76 interstate standard "SSBT. 19. 20. Questions of ensuring fire safety on objects of petrochemical industry when designing, new construction, expansion, reconstruction, technical retrofitting and capital repairs should be performed according to the existing regulatory legal acts concerning fire safety.

21. Factory buildings and constructions shall be equipped with fire extinguishing means, alarm and jury-rigs according to the state construction regulations Fire automatic equipment of buildings and constructions approved by the order of the State Committee for Construction of Ukraine of 28.10.98 N 247 (DBN B.2.513-98), and the state standard specification 12.4.009-83 interstate standard "SSBT. 22. The territory, buildings and constructions need to be provided with emergency firefighting equipment according to the Standard regulations of accessory of fire extinguishers approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 02.04.2004 of N 151, registered in the Ministry of Justice of Ukraine 29.04.2004 for N 554/9153 (NAPB B.03.001-2004).

23. The robot of voluntary fire teams and the fire and technical commission should perform according to the Regulations on voluntary fire teams (teams) approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 11.02.2004 for N 70, registered in the Ministry of Justice of Ukraine 19.02.2004 for N 221/8820 (further - NAPB B.02.004-2004), and the Standard regulations on the fire and technical commission approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 11.02.2004 for N 70, registered in the Ministry of Justice of Ukraine 19.02.2004 for N 222/8821 (further - NAPB B.02.003-2004).

24. It is necessary to inspect factory buildings and constructions two times a year for the purpose of determination of possibility of their further operation according to requirements of the Regulations on safe and reliable operation of factory buildings and constructions approved by the order of the State committee of construction, architecture and housing policies of Ukraine and Gosnadzorokhrantrud of Ukraine of 27.11.97 N 32/288, registered in the Ministry of Justice of Ukraine 06.07.98 for N 424/2864, with changes.

25. For the prevention of possible overcooling of workers and deterioration in microclimatic conditions during the cold period of year when the average daily temperature of outside air equals the +10th hail. About below, entrance doors of production rooms about which workplaces are located and also open technological openings of the heated buildings and constructions shall be equipped with platforms locks or air and thermal veils according to requirements of Sanitary standards of microclimate of the production rooms approved by the resolution of the Chief state health officer of Ukraine of 01.12.99 N 42 (further - DSN 3.3.6.042-99). Doors of platforms equip with safe devices for independent closing of aperture and fixing in open provision.

26. Factory, auxiliary buildings and rooms shall be equipped natural and supply and exhaust ventilation, and also system of heating according to Construction Norms and Regulations 2.04.05-91 and these Rules.

27. Temperature established by regulations shall be maintained in production, storage and auxiliary facilities. Before heating season all systems and devices of heating shall be checked and if necessary are repaired.

28. Application of ventilation shall be proved by calculations which confirm ensuring air exchange, temperature and condition of the air circle according to requirements of DSN 3.3.6.042-99, NAPB A.01.001-04 and the state standard specification interstate standard
