About approval of the Instruction about procedure for establishment of standard rates of admissible dumpings of chemical and other substances into water objects

Based on article 14-1 of the Water code of the Republic of Belarus the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure for establishment of standard rates of admissible dumpings of chemical and other substances into water objects.

2. This resolution becomes effective since July 24, 2008.

The instruction about procedure for establishment of standard rates of admissible dumpings of chemical and other substances into water objects

Chapter 1. General poloyezhniya

1. The instruction about procedure for establishment of standard rates of admissible dumpings of chemical and other substances into water objects (further the Instruction) determines procedure for regulation of admissible dumpings of pollutants into water objects as a part of waste, drainage, career (mine, miner) waters and superficial drain.

2. Action of this Instruction does not extend to establishment of conditions of acceptance of the sewage which is taken away in systems of the utility sewerage of settlements.

3. For the purposes of this Instruction the following concepts and determinations are used:

the assimilating capability of water object - capability of water object to accept certain mass of pollutants in unit of time without violation of standard rates of quality of water in control alignment;

water object - natural or artificial reservoir, waterway or other object, permanent or temporary concentration of waters in which has the characteristic forms, and also signs of the water mode;

temporary admissible concentration of chemical and other substances as a part of the taken-away waters (further - temporary admissible concentration) the maximum concentration of pollutants as a part of the taken-away waters in water object established on limited period during which actions for achievement of admissible concentration of pollutants are carried out;

temporary standard rates of admissible dumpings of chemical and other substances into water objects (further - temporary standard rates of admissible dumpings) the most admissible mass of pollutants as a part of the taken-away waters in water object and temporary admissible concentration of pollutants as a part of the taken-away waters in case of the set water disposal mode on limited period during which actions for achievement of standard rates of admissible dumpings are carried out;

release of the taken-away waters - the pipeline, the channel, tray or other hydrotechnical device of the water taking away communications intended for removal of waters from treatment or economic facilities in water object or in system of the rain sewerage of other categories of waters;

the water user - the legal entity and (or) the citizen of the Republic of Belarus, including the individual entrepreneur who use water objects for implementation of economic or other activity or make impact on waters;

city sewage - household or mix of household sewage with production sewage and (or) surface sewage;

the rain sewerage - complex of the equipment, networks and constructions for acceptance, transportation, cleaning and release of superficial drain in water objects;

admissible concentration of pollutants as a part of the taken-away waters (further - admissible concentration) - the maximum concentration of pollutants as a part of the taken-away waters in water object which respect provides the established standard rates of quality of water of water object in control alignment;

pollutants - chemical and other substances or their mix, receipt, stay or emergence of which in water object are caused by its pollution;

utility treatment facilities - the constructions intended for purification of city sewage;

control alignment - the conditional cross section of water object in which perform complex of works with the data acquisition purpose about indicators of quality and concentration of substances in water of water object;

cultural and community water object - the water object used for the purpose of recreation and also in settlement border;

the best available technical methods - engineering procedures and methods of designing, construction and operation of treatment facilities of the sewerage which are developed so that they can be applied to purification of the waters which are taken away in water objects on condition of economic and technical feasibility for achievement of high level of protection of water objects from pollution;

standard rates of admissible dumpings of pollutants as a part of the taken-away waters in water objects (further - standard rates of admissible dumpings) - the most admissible mass of pollutants as a part of the taken-away waters in water object and admissible concentration of pollutants in case of the set water disposal mode when which dumping standard rates of quality of water of water object in control alignment are provided;

standard rates of quality of water of water object - the established all-physical, biological, chemical indicators of quality and threshold limit values of substances in water of water object within which water use conditions according to type of water object are provided;

the normalized pollutants - pollutants on which standard rates of admissible dumpings and temporary standard rates of admissible dumpings are established;

one equivalent of the population (1 EN) - the mass of the organic substances expressed on indicator of biochemical consumption of oxygen within five days (BPK5) equal to 60 g of oxygen a day;

the taken-away waters - waste, drainage, career (mine, miner) waters and surface sewage;

surface sewage - the sewage which is formed in case of loss of atmospheric precipitation, snow thawing, watering works in the territories of settlements, industrial enterprises, building sites and other objects;

threshold limit values of pollutants in water of water object (further - threshold limit values) the established threshold limit values of pollutants in water of water object of certain type above which water is unsuitable for water use;

forecast concentration of pollutants in water of water object (further - forecast concentration) - settlement concentration of pollutants in water of water object in control alignment in case of removal of sewage with the temporary admissible concentration of pollutants and admissible concentration of pollutants established according to Item 14 of this Instruction;

water consumption - the water amount proceeding through flow section in unit of time;

settlement admissible concentration of pollutants as a part of the taken-away waters (further - settlement admissible concentration) the concentration of pollutants as a part of the taken-away waters in water object calculated taking into account the assimilating capability of water object which observance provides the established standard rates of quality of water of water object in control alignment;

fishery water object - water object which is used or can be used for fishing activities;

the warm period of year - April, May, June, July, August, September, October months;
