The agreement on interaction and cooperation of Customs Services in fight against illicit trafficking in drugs and psychotropic substances

of July 8, 1994

The Customs Services of the State Parties of this agreement which are hereinafter referred to as with the Parties

based on the Agreement between the governments of the State Parties of the CIS on cooperation and mutual assistance in customs affairs of April 15, 1994,

expressing the concern in growth of abuse of drugs and psychotropic substances and their illicit trafficking,

proceeding from the aspiration to develop the contacts taking place between the Parties for the purpose of development of mutual cooperation in fight against illicit trafficking in drugs and psychotropic substances in case of strict respect of sovereignty of the states and the principle of non-interference to their internal affairs,

in view of developed within the United Nations the Single Convention on drugs of 1961 with subsequent changes and amendments, the Convention on psychotropic substances of 1971 with subsequent changes and the Convention on fight against illicit trafficking in drugs and psychotropic substances of 1988,

considering the purposes and tasks proclaimed in the World Programme of Action on international cooperation in fight against production, the offer, demand and illicit trafficking and distribution of drugs and psychotropic substances of 1990

agreed as follows:

Article 1

The parties, on condition of the compliance with laws and rules existing in their states cooperate for the purpose of development of the approved strategy and joint efforts of fight against illicit trafficking in drugs and psychotropic substances (further - drugs), enhancement of activities of Customs Services for the prevention, investigation and suppression of their illicit trafficking and accomplishment of the international obligations.

Article 2

The parties send to Depositary of this agreement:

a) information on methods of fight against drug trafficking;

b) information on use of technical means and specially trained dogs;

c) information on the specialists having experience of training in methods of fight against drug trafficking;
