The Customs Services of the State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties

for the purpose of implementation of the Agreement on formation of Economic union of September 24, 1993,

based on the Agreement between the governments of gosudarstvuchastnik of the CIS on cooperation and mutual assistance in customs affairs of April 15, 1994,

aiming to promote development and acceleration of freight traffic,

for the purpose of simplification and standardization of procedures of customs clearance on customs borders,

agreed as follows:

Article 1

For the purposes of this agreement the following terms mean:

"Customs Services" - the central customs authorities of the Parties;

"goods" - the goods occurring from customs areas of the states of the Parties and moved within the states of the Parties;

"vehicles" - any means used for international carriages of goods including containers;

"means of customs identification" - the customs seals, seals, stamps, identification marks imposed by customs authorities;

"providing customs payment" - pledge of goods and vehicles, guarantee of the third party or introduction on the deposit of the receivable amounts and other forms provided by the domestic legislation of the states of the Parties.

Article 2

Action of this agreement does not extend to goods concerning which the national legal system of the states of the Parties establishes special procedure for movement through customs border.

Article 3

1. The documents necessary for goods control on customs borders of the states in accordance with the terms hereof, are:
