Regulations on the unified procedure for putting down by customs authorities of the State Parties of the CIS on transport and business documents of seals and stamps of customs authorities of the countries of departure of goods, and also customs authorities of the transit countries
1. This Provision is applied by customs authorities of the State Parties of the Commonwealth of Independent States (daleegosudarstvo of the CIS) to goods which are imported or follow en route through customs area of these states, including concerning goods which movement begins or comes to an end outside the State Parties of the CIS.
2. This Provision establishes obligatory putting down on transport and business documents (further - carriage documents) seals and stamps of customs authorities (further - marks of customs) the states of the CIS in case of commodity exportation, and also customs authorities of the states of the CIS in places of crossing of customs borders when moving goods automobile, railway, aviation, water modes of transport and in case of the mixed movement.
3. The unified procedure for putting down of marks of customs in carriage documents is intended for identification of the documents provided to customs authority for the purposes of customs control and registration, and also identification of the moved goods and increase in efficiency of fight against customs offenses and smuggling on customs areas of the states of the CIS by prevention of replacement of carriage documents.
4. For the purposes of this provision carriage documents are implied only as those from them which are used when moving goods by one and all states of the CIS, namely:
a) the commodity transport document containing basic information about conditions and nature of movement and also the main quality and quantity characteristics of the moved goods:
- when moving by the air transportation - the air waybill established by the Convention for standardization of some rules concerning the international airborne transportations (Warsaw, 12.10.1929) as the air carriage document used in case of freight air transportation;
