About the mechanism of accounting and control of repayment of debts for the electric power and natural gas

In pursuance of article 8 of the Law N 1466-XIII of January 29, 1998. "On regulation of repatriation of the money, goods and services received as a result of the external economic transactions" and also for the purpose of more strict supply control of goods on account of repayment of debts for the imported electrical energy and natural gas the Government of the Republic of Moldova DECIDES:

1. Determine that:

repayment of debts for the imported electrical energy and natural gas is performed by direct transfer of financial resources, deliveries of goods, rendering services, performance of works etc., without right of disposal of debts. Economic agents who have already signed contracts on transfer of debts signed until entry into force of this resolution shall submit within 5-day term them for registration and consideration to Coordination council on fight against crime and corruption and to providing law and order under the Government of the Republic of Moldova which decisions will be sent to the Ministry of Finance;

repayment of debts to suppliers of electrical energy and natural gas money is performed by the economic import agents authorized on implementation of the corresponding types of activity according to the current legislation for date of import (further - economic import agents);

delivery of goods on account of repayment of debts for the imported electrical energy and natural gas is performed by economic import agents or through the economic agents authorized by economic import agents;

in case of delivery of goods based on the direct agreements signed directly between economic import agents and suppliers of electrical energy and natural gas offset is performed by reduction of debt of the first to the corresponding suppliers;
