1. Approve the enclosed Rules of determination of mass of the pollutants which arrived in components of the environment, being and (or) arose in them for the purposes of calculation of the amount of the indemnification caused to the environment.

2. Recognize to invalid:

the resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus of December 31, 2004 No. 50 "About approval of the Instruction for calculation of the amount of the indemnification caused to the environment by above-standard emissions of pollutants in atmospheric air" (The national register of legal acts of the Republic of Belarus, 2005, No. 20, 8/12020);

the resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus of October 30, 2007 No. 82 "About approval of the Instruction for calculation of the amount of the indemnification caused to the environment by pollution, contamination of superficial water objects" (The national register of legal acts of the Republic of Belarus, 2007, No. 279, 8/17435).

Chapter 1. General provisions

1. Rules of determination of mass of the pollutants which arrived in components of the environment, being and (or) arose in them for the purposes of calculation of the amount of the indemnification caused to the environment (further - Rules), are developed according to the Law of the Republic of Belarus of November 26, 1992 "About environmental protection" in edition of the Law of the Republic of Belarus of July 17, 2002 (Vyarkho¸naga Savet's Vedamastsi of Respubliki Belarus, 1993, No. 1, Art. 1; The national register of legal acts of the Republic of Belarus, 2002, No. 85, 2/875), the Presidential decree of the Republic of Belarus of June 24, 2008 No. 348 "About dachshunds for determination of the amount of the indemnification caused to the environment" (The national register of legal acts of the Republic of Belarus, 2008, No. 157, 1/9824), the Regulations on procedure for calculation of the amount of the indemnification caused to the environment, and creation of the act of damnification factual determination to the environment, approved by the resolution of Council of Ministers of the Republic of Belarus of July 17, 2008 No. 1042 (The national register of legal acts of the Republic of Belarus, 2008, No. 175, 5/28032).

2. For the purposes of these rules the following concepts and their determinations are used:

accident - dangerous situation of technogenic nature which creates on object, the territory or the water area and leads threat for life and human health to destruction of buildings, constructions, communications and vehicles, violation of production or transport process or causes environmental damage, not connected with death of people;

the weighed substances - the particles of mineral and organic origin having the big sizes, than colloid particles, and being in water in suspension;

gas-purifying installation - the construction and (or) the equipment intended for purification of the gases departing from source of release of pollutants by means of physical, chemical, biological and other methods of catching, neutralization, neutralization of pollutants;

group of motorized vehicles - the part of motorized vehicles allocated depending on types of the used motor fuel (diesel, petrol, gas-balloon);

detergents - synthetic surfactants;

volley dumping of pollutant - dumping as a part of pollutant sewage in the concentration, in 100 and more times exceeding the established admissible concentration of pollutants in sewage or dumping of pollutants in the absence of the admissible concentration of pollutant established for them according to the legislation in sewage, and also the dumping of pollutants into water objects which resulted from accident or incident;
