Based on the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

Approve the enclosed Rules of technical safety in case of development by underground method of salt fields of the Republic of Belarus.

Rules of technical safety in case of development by underground method of salt fields of the Republic of Belarus

Section I. Basic provisions

Chapter 1. General requirements

1. Rules of technical safety in case of development by underground method of salt fields of the Republic of Belarus (further - Rules) are developed according to the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138).

2. These rules are obligatory for execution by the organizations irrespective of their form of business and pattern of ownership which productive activity is connected with development by underground method of salt fields of the Republic of Belarus, and also with designing, construction of mines, designing, production, installation, repair of the equipment, commissioning and diagnostics of technical devices and electroinstallations for underground mining operations.

3. For the purposes of these rules the following terms and their determinations are applied:

mine administration - structural division of the organization where on the production site in single technological complex underground mining operations on mining are conducted, to mineral processing and technical devices to which increased requirements of safety are imposed are operated;

the mine - structural division of mine administration, the interconnected production system of underground economy and technological complex of surface intended for development of salt fields by underground method. The term "miner" corresponds to the term "mine";

industry institute - the organization performing research and project works and being the general designer for the organization - the subsoil user, conducting underground mining operations on production of hydrochloric ores;

factory design - the design or product made in the organization having the corresponding permission issued by Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus (further the Gospromnadzor) according to the Instruction about procedure for issue by department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus to legal entities and individual entrepreneurs of permissions (certificates) to the right of accomplishment of the separate work types and services connected with persons under surveillance objects and productions, the Republic of Belarus approved by the resolution of the Ministry of Emergency Situations of May 17, 2005 No. 38 (The national register of legal acts of the Republic of Belarus, 2005, No. 89, 8/12656);

the working area - bottomhole space of lava, single or several developments in which works with destruction of the massif in the conditions of the gas mode are conducted: the clearing, preparatory, prospecting and other work connected from otboyky ore and dead rock by machine method or drilling-and-blasting works; drilling of shots and wells;

the gas mode - set of requirements imposed to working areas of the mines developing layers (horizons) dangerous on gas and sudden emissions of salt and gas. Requirements provide: conditions and restrictions in application of the electric power and explosives; amount of the air necessary for airing of developments; actions for fight against gas-allocations in excavations; control of condition of the miner atmosphere.

4. Projects on construction, expansion, reconstruction, modernization, preservation and liquidation of mines are subject to examination of industrial safety according to the Instruction about expertize of industrial safety of hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 16, 2004 No. 47 (The national register of legal acts of the Republic of Belarus, 2005, No. 4, 8/11885).

5. Employees of the organizations shall be guided by instructions for labor protection by their professions which join requirements of these rules and other regulatory legal acts.

6. Acceptance in operation of the new, reconstructed mines and the horizons, and also especially important objects (trunks of mines, lifting and crushing complexes) is made by the commission appointed according to SNB 1.03.04-2000 "Acceptance of the finished construction objects. Basic provisions".

7. In the organizations conducting works on mining as underground method the management system labor protection and industrial safety including requirements for implementation of production supervision and control of compliance with law about labor protection is developed.

8. Each workplace located in mine excavations shall be provided with airing, be in safe condition for performance of work (lack of the hanging pieces of breed, operational крепь, availability of barriers of moving parts of mechanisms and another). Permanent workplaces, besides, are provided with lighting and means of the notification about accident.

9. Before works the workplace shall be inspected by the head of change or according to its order the foreman (the senior worker) who shall take measures for elimination of the violations revealed prior to works or in operating time.

In cases when elimination of the revealed dangers is impossible, the head of change or the foreman (the senior worker) not allow works, remove workers to the safe place and report immediately about it to the immediate superior or the dispatcher of the mine.

Chapter 2. Requirements to documentation

10. Each mine shall have the project of development of the mine field or site of the field approved in accordance with the established procedure which passed the examination of industrial safety on which the construction of the mine and preparation of the horizons, sites of the field, and also the necessary surveying and geological documentation which is drawn up in accordance with the established procedure shall be performed. Projects by component shall include actions for labor protection and industrial safety.

11. The organizations developing the project documentation in the course of construction, expansions, reconstruction, modernization, preservation and liquidation of hazardous production facility exercise designer's service in accordance with the established procedure.

12. Mining operations shall be conducted according to the annual plans of development of mining operations approved with the Gospromnadzor.

Chapter 3. Antiemergency protection

13. Mines in the period of construction and during operation shall be serviced by the professional rescue service (further PASS) conducting mine-rescue works including the militarized mine-rescue group entering into structure of the organization.

The organization approves dislocation of PASS with the Ministry of Emergency Situations of the Republic of Belarus.

14. For each mine the liquidation plan of accidents (further - PLA) according to the procedure for creation of PLA established by the organization shall be constituted.

PLA is reviewed by the chief engineer of mine administration once in half-year not later than 15 days prior to the beginning of the next half-year.

In case of changes within half-year in the scheme of airing of the mine, and also in case of change of ways of conclusion of workers in PLA not later than the very next day after change the corresponding corrections are made about what is brought to the attention of specialists and workers of the mine.

Studying of PLA by engineering employees is carried out under the leadership of the chief engineer of the mine prior to the beginning of half-year.

Acquaintance of workers with rules of personal behavior during accident according to PLA is spent by the yard foreman (services) of the mine or its deputy.

It is forbidden to allow to work of the workers who are not acquainted with PLA and not knowing it in the part relating to the place of their work.

For the notification working at underground works about emergence of accident on the mine except telephone communication permanent workplaces shall be equipped with the alarm system provided by PLA.

15. All workers who are again arriving on the mine occupied at underground works shall be acquainted with the main and emergency exits from the mine on surface by direct pass from place of employment on emergency exits to mine trunks of the mine with rise on several ladder regiments in these trunks accompanied by heads or specialists of the mine. In mine trunks where there are no ladder departments, it is necessary to show to workers the place and procedure for landing to mine skip.

Acquaintance of all workers with the main and emergency exits is carried out by the yard foreman (service) of the mine or its deputy every half-year, and in case of change of emergency exits - immediately.

16. Workers by instructions for use mine self-rescuers it shall be instructed by chiefs of sites (services) of the mine or their deputies at least once in six months.

Each acquaintance of workers with rules of personal behavior during accident according to PLA, with the main and emergency exits from the mine on surface, and also receipt of instructing in instructions for use by mine self-rescuers is drawn up by the signature of the worker in the magazine of registration of acquaintance of workers with emergency exits in which the yard foreman (services) or his deputy also appends the signature and date of acquaintance.

17. Works on mines shall be performed on the written task issued according to the regulations on system of issue of tasks for change approved by the head of the organization.

Issue of tasks for work in developments (faces) having violations of regulations of industrial safety and these rules except tasks on elimination of these violations is forbidden.

In remote from the main workplaces of development (faces) it is allowed to send at the same time at least two workers and only after survey of these developments (faces) by the head of change. The list of developments (faces), remote from the main workplaces, once a half-year affirms the chief engineer of the mine.

Chapter 4. General obligations of workers

18. Workers of mines shall have preliminary and periodic medical examinations according to the resolution of the Ministry of Health of the Republic of Belarus of August 8, 2000 No. 33 "About the Procedure for performing obligatory medical examinations of workers" (The national register of legal acts of the Republic of Belarus, 2000, No. 87, 8/3914).

19. Workers of the mine shall be provided with individual remedies according to the legislation. Overalls shall have light-reflective elements.

20. The workers going to the mine, and also translated to work on other profession shall be trained in profession according to the Regulations on continuous professional training of working (employees) approved by the resolution of Council of Ministers of the Republic of Belarus of May 15, 2007 No. 599 (The national register of legal acts of the Republic of Belarus, 2007, No. 120, 5/25186), and are certified according to Regulations on procedure for certification of persons who were trained to professions of workers in the conditions of continuous professional training, and assignment of qualification by it approved by the order of the Ministry of Education of the Republic of Belarus of August 13, 1998 No. 494 (The bulletin of normative legal information, 1998, No. 20), for the programs including questions of labor protection and to have the corresponding certificate (certificate).

21. The workers arriving on the mine shall be trained in educational Items (departments of training) with separation from production concerning labor protection, use of individual protection equipment, emergency firefighting equipment, to actions in emergencies, and directed to underground works, besides, shall be trained in use of mine self-rescuers with passing of practical training in "smoky shtrek" and examination upon termination of training.

Duration of training is established for:

the workers going to underground work and for the works requiring periodic visit of the mine - 5 days;

the workers working at the underground works transferred to work on other profession and also the working shaft construction organizations upon transition from one trunk to another - 2 days;

the workers who are arriving for work on the surface of mines and earlier not working at mines, - 3 days, and earlier working at mines - 1 day.

The workers having work break more than one year are trained according to requirements of this Item.

22. The workers employed or translated with the increased danger are allowed to independent work only after passing of training and examination concerning labor protection.

During the training workers perform work under the leadership of foremen or highly skilled workers appointed by the order of the head of the mine. They shall have years of service of practical work on this profession or work type there are at least three years. No more than two workers can be assigned to the head of training. The heads of training and workers passing training shall be informed of the order about passing of training.

The workers having the profession corresponding to this workplace including graduates of technical training colleges in case of revenues to the mine also pass training on workplace.

23. Under labor organization where combination of professions is provided, workers of the mine shall be trained in all work types by the combined profession and have the corresponding certificate.

24. Workers of the mine are trained to safe methods and working methods, instructing, examination concerning labor protection according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).

25. Students of mining educational institutions, and also pupils of technical training colleges before passing of the first work practice shall undergo five-day preliminary training in educational Item or department of training of the organization and to pass examination in labor protection. Before passing of the subsequent work practice if there was no work stoppage over a year, students of mining educational institutions shall undergo instructing in labor protection, and pupils of technical training colleges in addition examination in volume of training programs on use of individual protection equipment, emergency firefighting equipment, actions in emergencies for underground workers.

26. Heads and specialists of the mine shall provide passing by the workers occupied at underground works, recurring inspection of knowledge of questions of labor protection in the terms established by the corresponding regulatory legal acts, but at least once a year.

27. The heads and specialists arriving on the mine (including transferred from other organizations), shall pass examination in questions of labor protection, requirements of these rules and other legislation no later than one month from the date of position assignment. Recurring inspection of knowledge shall be carried out at least once in 3 years. The examination shall be carried out by examination committee of structural division of the organization (mine administration, the mine) with participation of representatives of the Gospromnadzor.

28. To technical guidance works in the mine allow the heads and specialists having the finished mining education of the corresponding profile.

The students of mining educational institutions directed to the mine for passing of externship on condition of passing of examination in labor protection by them in educational institution and in the organization can be allowed to technical guidance by works in the mine.

It is allowed to charge the order on the mine management of mining operations in separate faces to the foremen (the senior worker) having the finished mining education of the corresponding profile and who passed examination for knowledge of these rules.

Heads and specialists in accordance with the established procedure are allowed to management of mining and explosive operations in the mine.

To technical guidance works of not mountain nature in the mine (the site of underground self-propelled transport, underground mechanical workshops and another) and on the surface of mines allow also the specialists having the finished technical education of the corresponding profile after passing of additional training in the program developed in the organization and approved with the Gospromnadzor which passed the corresponding examination.

29. Heads and specialists of the mine shall visit systematically underground works for ensuring control of condition of labor protection and safe conducting mining operations.

The chief of the underground mountain site or its deputy shall visit each workplace on the site at least once a day, other specialists of the mine - according to the regulations approved by the chief engineer of the mine.

The head of change shall inspect each workplace during change, having provided at the same time direct management of works in difficult mining conditions.

30. Having come to workplace, the worker shall make sure prior to work of safe condition of face, roof and sides of development, fix, operability of safety devices, action and efficiency of ventilation, and also to check operability of the tools, mechanisms and devices which are required for work. Having found violations which he cannot eliminate, the worker, without getting to work, shall report about them to the head of change or the dispatcher of the mine.

31. Everyone working in the mine and at surface, noticed the danger menacing to workers or the organization shall along with taking measures for its elimination immediately report about it to the foreman (the senior worker), the head of change or the dispatcher of the mine. The yard foreman (services) or his deputy and the head of change in case of issue of task for change shall warn workers of the taking-up change about possible dangers in work. By transfer working shifts of the previous shift shall warn workers of the taking-up change about possible dangers in work.

32. Workers shall transfer all tools with sharp edges or edges in protective covers or special bags.

33. Workers are forbidden to leave the lamp of individual use without supervision and to disconnect it when finding the worker in the mine.

34. The admission to work and stay in the territory of the mine of the workers who are in condition of alcoholic, drug or toxic intoxication is forbidden.

35. On the mines dangerous on gas, it is forbidden to carry by tobacco and smoking accessories to the mine, and also to smoke and use naked flame in underground developments, nadshakhtny buildings.

For the prevention of smoking in the mine and bringing in it of tobacco and smoking accessories survey of the workers who are going down to the mine, according to the procedure, determined by the organization shall be organized.

The workers who are going down to the mine shall render assistance and not interfere with carrying out survey regarding detection of smoking accessories.

It is allowed to have in case of itself matches (lighter) to electric and gas welders, smiths in the presence at them the work permit on conducting hot work.

36. About each labor accident the injured worker and (or) the witness of accident shall report immediately about it to the foreman (the senior worker), the head of change and the dispatcher of the mine.

Chapter 5. The organization of descent of workers to the mine

37. On the mine accounting of all workers who went down to the mine and left (left) of it shall be organized. After departure from the mine lamps of individual use and mine self-rescuers shall be handed immediately over in lamp.

If in 2 hours after the end of change it turns out that lamps of individual use and mine self-rescuers are returned not by all going down to the mine, then the senior on change the worker lamp shall report immediately about it to the dispatcher who shall find out immediately the reasons of delay of workers in the mine and in case of need take adequate measures. The worker of lamp, at the same time senior on change, shall bring surnames of the workers who did not hand over lamps of individual use both mine self-rescuers, and their working numbers in the magazine of record of surnames of the workers who did not hand over lamps of individual use and mine self-rescuers upon termination of change. For correctness of the organization and accounting accuracy responsibility is born personally by the chief of the mine.

38. On the mine check of self-rescuers on hermeticity and operability with participation of the representative of PASS shall be organized.

39. Descent of workers to the mine and their stay in underground developments without business necessity, task for change or permissions of heads of the mine is forbidden.

One-time visit of underground excavations by persons who are not working at the mine is allowed on permission of management of the mine accompanied by specialists of the site (service) or the mine on condition of carrying out target instructing in labor protection and use of the mine self-rescuer.

40. Employees of research, design, construction, mounting, repair and other organizations, and also educational institutions are allowed in underground developments for accomplishment of long works (more than one change) on permission of the chief engineer of the mine after passing of induction, training in labor protection, primary instructing on workplace and acquaintance with PLA.

The workers having the certificate of examination concerning labor protection, to requirements of these rules and other legislation, acquainted with PLA undergo only primary instructing on workplace.

41. Operational mine self-rescuers shall be issued to workers before descent to the mine. The number of mine self-rescuers on the mine shall be 5% more than list number of underground workers. Descent of workers to the mine and stay on workplaces without mine self-rescuers is forbidden.

42. Mine trunks on which pull and descent of workers is made shall have expectation cameras. The sizes of cameras and their equipment are determined by the project.

Exits from cameras of expectation shall be located in close proximity to mine trunk of the mine. Cameras of expectation shall be equipped with benches for sitting of workers and are lit.

Chapter 6. General requirements to excavations and the equipment

43. Simultaneous development of salt fields within mountain branch underground and other methods is forbidden. It is allowed according to the project documentation coordinated with industry institute and the Gospromnadzor, lixiviation of salt breeds from underground excavations with issue of brines on surface on the pipelines laid on excavations and mine trunks.

44. Entrances to underground developments which condition constitutes danger to workers or work, in which are completely finished, shall be isolated by the trellised or continuous crossing points preventing possibility of open entry in them of people or are designated by prohibition signs.

The fulfilled space in case of chamber system of development shall be designated by the signs prohibiting entrance to the fulfilled zone which are transferred in process of podviganiye of the front of clearing works.

45. Before launch of mechanisms in work the worker shall be convinced of absence of workers in the action area of the mechanism and give warning signal. In case of turning on of the prestarting sound alarm system all workers need to leave the action area of the started equipment. In cases when giving of code signals is required, the table of signals shall be hung out in a visible place near mechanisms, and value of signals shall be known to the workers servicing these mechanisms.

In case of signal of stop or unclear signal the operating mechanisms shall be immediately stopped.

46. On all types of repair of the mining equipment instructions on safe operation shall be constituted.

It is forbidden to use defective machines, mechanisms, tools and devices in work.

Cleaning, lubricant, repair of mechanisms and technical devices during their work are prohibited unless there are special devices ensuring safety of carrying out these works. When carrying out survey of technical devices during their trial start-up in work it is forbidden to enter zone of the moving, rotating parts for protective barriers.

47. Production of explosive works, storage, transportation and accounting of explosive materials shall be performed according to requirements of the current legislation for safety when conducting explosive works.

48. Safety of works in case of construction and operation of installations on downloading excessive brines in the absorbing horizons is provided according to the instruction for downloading brines in the absorbing horizons.

Chapter 7. Responsibility for violation of rules of technical safety

49. The employer shall observe requirements of the legislation concerning labor protection and industrial safety.

50. The workers who allowed violation of these rules bear responsibility according to the legislation of the Republic of Belarus.

Section II. Production of mining operations

Chapter 8. The device of exits from excavations

51. On each operating mine there shall be at least two (the main and zapasny) separate exits to surface from the underground excavations adapted for movement (rise) of workers and located so that in one of them the direction of ventilating stream was opposite to the direction of ventilating streams in other exits.

Each horizon of the mine shall have also at least two separate exits to the overlying horizon or surface adapted for movement (transportation) of workers. On again under construction and reconstructed mines, and also by preparation of the new horizons on the operating mines the distance between exits shall be at least 30 m and when nadshakhtny buildings and copras are built of fireproof material - at least 20 m.

On all branchings (interfaces) of the developments conducting to exits from the mine indexes with designations of the name of developments, the directions shall be attached to exits to surface and distances to them. Indexes shall be made of light-reflective materials or are lit.

Two or several developments which are aerodynamically interconnected among themselves with one direction of ventilating stream adapted for movement of workers are considered as one emergency exit.

52. After driving of new it is central the located mine trunks of the mine to the project horizons or uglubk them to the new horizon first of all prior to carrying out the horizontal opening developments shall be carried out works on development driving for sboyka of mine trunks among themselves; to armirovka of mine trunks and the equipment of permanent or temporary cager rise with parachute devices. In case of flank arrangement of mine trunks first of all (before carrying out the developments providing the second exit) works on armirovka and the equipment of mine trunks as permanent or temporary cager rises with parachute devices shall be carried out.

In case of opening of the new horizon one mine trunk or openings by its biases first of all are carried out developments for providing the horizon with two exits to surface or on the upper horizon and effective airing.

53. If from the mine in addition to two exits there are also other exits without permanent servicing, then the last shall be protected or be closed on the locks opening from within without key, and outside key.

54. If as two exits from underground developments to surface serve mine trunks, then they shall be equipped except mechanical rises (from which one shall be cager) ladder departments. The ladder department in one of mine trunks can be absent under condition if in it there are two mechanical rises with independent supply of the electric power.

In the presence of two mine trunks they shall be equipped so that on each of them all workers from all horizons could leave (to come) to surface. The ladder department in mine trunks more than 500 m in depth can be absent under condition if in both mine trunks there are about two mechanical rises with independent supply of the electric power or each mine trunk is equipped except the main rise with emergency and repair rise.

Requirements of this Item do not extend to the period of construction or reconstruction of mines, carrying out repair work on one of lifting installations.

55. In ladder departments of mine trunks and other developments with tilt angle from 45 ° to 90 ° ladders shall be established with bias no more than 80 °. Over the mouth of development and over each regiment in development of ladder shall act on 1 m or over regiment opening in крепь developments shall be firmly closed up metal brackets. the free sizes of manholes without the area occupied with ladder shall be on length of ladder of at least 0,7 of m, and on width m 0,6 suffices;

distance from the ladder basis to fix developments - at least 0,6 of m;

distance between regiments - no more than 8 m;

ladders shall be strong, are steadily fixed and located so that they were not over openings in regiments.

Width of ladder shall be at least 0, m, distance between steps - no more 0,4 of m, and distance between bowstrings to the lestnitsena of less 0,28 of m.

The opening over the first upper ladder shall be closed by lyady.

Ladders and regiments shall contain in good repair and be cleared of dirt and ore pro-rash.

56. On the operating mines opened with vertical mine trunks in case of operation of the new horizon the exit to other horizon is allowed on inclined developments in which the mechanized delivery of workers shall be provided. On case of exit of delivery systems the possibility of exit of workers on inclined development shall be out of operation provided. For this purpose it shall be equipped: in case of tilt angle from 15 ° to 30 ° - staircases with steps and handrail; from 30 ° to 45 ° - ladders with steps and handrail. In case of tilt angle more than 45 ° installation of ladders is performed as well as in vertical developments.

57. From each clearing block, lava there shall be two not encumbered exits: one on ventilating and another on conveyor (transport) штрек.
