About some questions of carrying out tenders on the right of accomplishment of motor transportations of passengers in the regular message

For the purpose of ensuring high-quality and safe transport servicing of the population, creation of conditions for fair competition in the market of motor transportations of passengers in the regular message I decide:

1. Provide to Council of Ministers of the Republic of Belarus powers on establishment of procedure for carrying out tender on the right of accomplishment of motor transportations of passengers in the regular message.

2. Determine that without carrying out tender on the right of accomplishment of motor transportations of passengers in the regular message (далееконкурс) such right is granted:

2.1. to automobile carriers * in case of accomplishment of the international motor transportations of passengers in the regular message according to the international treaties of the Republic of Belarus providing other procedure for the choice of automobile carriers;

* For the purposes of this Decree automobile carriers are understood as the legal entities and individual entrepreneurs having license for activities in the field of road transport.

2.2. in need of increase in number of buses for accomplishment of intra republican motor transportations of passengers along the operating route to automobile carriers:

having the right of accomplishment of motor transportations of passengers in the regular message along this route;

not having the right of accomplishment of motor transportations of passengers in the regular message along this route, for the organization and carrying out tender, but no more than three months;

2.3. to automobile carriers if it is necessary to provide transportations of passengers to places of sporting, cultural and spectacular and other mass events, for their carrying out;
