About introduction of the moratorium on application of capital punishment as measures of criminal penalty

For the purpose of further implementation of the fundamental principles of creation and development of Turkmenistan as democratic, constitutional, secular state, proceeding from consecutive commitment and realization by Turkmenistan in domestic and foreign policy of the universally recognized norms of international law, the principles is also more whole than the United Nations and Organization for Security and Cooperation in Europe, being guided by ideals of humanity, good, justice and in connection with the 50 anniversary of adoption of the Universal Declaration of Human Rights by the United Nations General Assembly I decide:

1. Enter since January 1, 1999 in all territory of Turkmenistan the moratorium on application of capital punishment as measures of criminal penalty.

2. According to Item 2 parts two of article 66 of the Constitution of Turkmenistan to Majlis of Turkmenistan to consider the questions connected using this Decree in legislative procedure.
