The State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties

aiming at further development of mutual regional and frontier cooperation,

realizing that development of such cooperation is equitable to interests of their people,

agreed as follows:

Article 1

The parties create the Council for interregional and frontier cooperation of the State Parties of the Commonwealth of Independent States (further - Council) consisting of heads of the ministries (departments) of the State Parties of the Agreement responsible for interregional and frontier cooperation.

Article 2

Council performs the activities on the basis of the Regulations on Council attached to this agreement and which are its integral part.

Article 3

This agreement becomes effective from the date of receipt by depositary of the third written notice of accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.

For the Parties which performed interstate procedures later this agreement becomes effective from the date of receipt by depositary of adequate notices.

Article 4

By mutual consent of the Parties changes and additions which are drawn up by the relevant protocol which is integral part of this agreement can be made to this agreement.

Article 5

This agreement is open for accession of other State Parties of the Commonwealth of Independent States dividing its provisions and ready to assume liabilities following from this agreement.

For the joining state this agreement becomes effective from the date of receipt by depositary of documents on accession.

Article 6

Each of the Parties can leave this agreement, having sent the written notice of such intention to depositary not later than 6 months before date of exit.
