About approval of Aviation rules of the Kyrgyz Republic of APKR-5 "The units of measure which are subject to use in air and ground operations"

According to articles 2 and 179 of the Air Code of the Kyrgyz Republic, I order:

1. Approve the enclosed Aviation rules of the Kyrgyz Republic APKR-5 "The units of measure which are subject to use in air and ground operations".

2. Direct this order to state registration in the Ministry of Justice of the Kyrgyz Republic.

3. Determine that this order becomes effective after state registration in the Ministry of Justice of the Kyrgyz Republic and from the date of its official publication.

4. Notify the Ministry of Justice of the Kyrgyz Republic on official publication of this order.

5. To impose control of execution of this order on the deputy minister Mamataliyev A. M.

Preface

These Aviation rules of the Kyrgyz Republic - APKR-5 of the Unit of measure, subject to use in air and ground operations (further Governed) are developed based on article 2 of the Air code of the Kyrgyz Republic.

The name of Rules is based on the name specified in Item (d) of article 2 of the Air code of the Kyrgyz Republic. Numbering of Rules matches with sequence number of Item (d) of article 2 of the Air code of the Kyrgyz Republic.

In case of development of these rules as the main document of International Civil Aviation Organization (ICAO) Application 5 to the Convention on international civil aviation (The Chicago convention) is used.

Chapter 1 of Determination

Ampere (And). The ampere is equal to force of not changing current which when passing on two parallel straightforward conductors of infinite length and it is insignificant small cross-sectional area, located in vacuum at distance of one meter from another, would cause on the site of the conductor one meter long force of interaction 2 x 10 (-7) newton.

Becquerel (Bq). Activity of the nuclide in radioactive source having one spontaneous nuclear transition to second.

Watt (W). Capacity in case of which energy of one joule a second is created.

Henry (). Inductance of the closed contour in which there is the electromotive force in one volt in case of uniform change of current in contour with speed of one ampere a second.

Hertz (Hz). Frequency of the periodic phenomenon which period is equal to one second.

Degree Celsius ("C). The special name of unit "kelvin" for expression of values of temperature of Celsius.

Gray (Гй). The energy transferred by ionizing radiation to the mass of substance and corresponding to one joule on kg.

Joule (J). The work performed when moving point of application of force to one newton on distance in one meter in the direction of action of force.

Candela (cd). Luminous intensity, the complete radiator which is let out from surface of 1/600000 sq.m in the perpendicular direction, at temperature of hardening of platinum with pressure of 101325 newton upon square meter."

Kelvin (To). Unit of thermodynamic temperature which is equal 1/273,16 of part of thermodynamic temperature of triple point of water.

Kilogram (kg). Unit of mass equal to the mass of the international prototype of kilogram.

Pendent (C). Amount of the electricity transferred to one second by current with a force of one ampere.

Liter (l). The unit of volume applied to measurements of liquid and gases and equal to one cubic decimeter.

Luxury (lx). The illumination made by the light flow in one lumen which is regularly distributed on surface in one square meter.

Lumen (lm). The light flow radiated within space angle in one steradian by the point source having uniform luminous intensity in one candela.

Meter (m). Distance which passes light in vacuum in 1/299792458 seconds.

Mol (mol). Amount of substance of the system containing as much structural elements how many contains atoms in carbon - the 12th mass of 0,012 of kg.

Nautical mile (m mile). Linear measure equal to 1852 meters.

Newton (N). Force which in case of appendix to body weighing one kg gives it acceleration in one meter per second in square.

Ohm (Ohm). Electric resistance between two points of the conductor when the permanent difference enclosed between these two points in one volt generates in this conductor current in one ampere and when this conductor is not source of any electromotive force.

Pascal (Pa). Pressure or mechanical voltage is one newton on square meter.

The radian (is glad). Flat corner between two radiuses of circle, arch length between which is equal to radius.

Chapter 2 Applicability

The standardized system of units of measure is applied in air and ground operations of international civil aviation. The basis of this standardized system of units of measure is constituted by the International System of Units (SI) and some units which are not a part of the system SI which are considered necessary for satisfaction of specific requirements of international civil aviation.
