based on the Agreement on creation of the Commonwealth of Independent States of December 8, 1991, the Agreement on consolidation and coordination of efforts on minimization and overcoming effects of the Chernobyl catastrophic crash of January 21, 1992,
recognizing need of acceleration of implementation of the concluded arrangements on social protection of the citizens who moved or moving on the permanent residence with it is radioactive the territories of one state relating to exclusion zones and settling out contaminated as a result of the Chernobyl catastrophic crash on the territory of other state,
agreed as follows:
Action of this agreement extends on is radioactive the territories of exclusion zone and zone of obligatory settling out contaminated as a result of the Chernobyl catastrophic crash (further hereinafter are referred to as - settling out zones) the Parties.
The territories of each of the Parties in which the annual average effective equivalent dose of radiation of the population caused by effects of the Chernobyl catastrophic crash constituted since 1991 0,5 of rem/year and above belong to these zones (or density of pollution of soils of these territories caesium-137 constitutes 15 Ki/sq.km above or strontium-90 - 3 Ki/sq.km above or plutonium-239, 240 - over Ki/sq.km 0,1).
Bringing to the interested organizations of the Parties officially of the lists of the settlements placed in the specified settling out zones approved according to their current legislation, and also changes and amendments to them is performed by the Permanent meeting of plenipotentiaries for Chernobyl and to problems of radiation protection and safety.
