1. Approve enclosed:
1) Instruction on the organization and carrying out the state certification of the organizations of education;
2) the Instruction about procedure for accreditation of the organizations of education.
2. To committee on control in the field of science and education (Kalabayev N. B.):
To provide 1) in accordance with the established procedure state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) after passing of state registration to publish this order in mass media.
3. Recognize invalid:
1) order of the deputy. The Minister of Education and Science of the Republic of Kazakhstan of July 28, 2006 No. 415 "About approval of the Instruction about carrying out the state certification of the organizations of education" (it is registered in the Ministry of Justice of RK of August 21, 2006 No. 4350, is published on November 10, 2006 in the Legal newspaper, No. 197 (1177));

1. This Instruction on the organization and carrying out the state certification of the organizations of education (further the Instruction) is developed according to the subitem 42) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education", the order of the Government of the Republic of Kazakhstan of December 24, 2007 No. 1270 "About approval of rules of the state certification of the organizations of education".
2. The instruction establishes procedure for the organization and carrying out the state certification (further - certification) the organizations of preschool education and training, primary education, main secondary education, general secondary education, technical and professional education, postsecondary education, the higher and postgraduate education, irrespective of patterns of ownership and departmental subordination.
3. Certification of branches of the foreign organizations of education and the international organizations of education is performed according to this Instruction if other is not established by the international treaties ratified by the Republic of Kazakhstan.
4. Certification of the organizations of education, irrespective of departmental subordination and pattern of ownership, is carried out once in five years in planned procedure by authorized bodies to the fields of education or in the field of health care (when carrying out the state certification of the organizations of medical and pharmaceutical education), local executive bodies of areas, cities of republican value and the capital, areas (cities of regional value) within their competence (daleeupolnomochenny bodies) on state and if necessary Russian of the Republic of Kazakhstan.
5. The organizations of education in which the number of the students who did not undergo intermediate state control exceeds the extreme quantity established by authorized body in the field of education are subject within the next calendar year of extraordinary state certification, at the same time the organizations of education realizing educational programs of the higher education - on specialties on which the established threshold level was not overcome.
6. When carrying out certification of the organizations of education compliance of the provided educational services to requirements of the state obligatory standards of education is determined (далееГОСО).
7. Objects of studying when carrying out certification are:
1) general characteristic of the organization of education;
2) personnel structure;
3) contingent of students;
4) educational and methodical work;
5) teaching and educational work and pedagogical loading;
6) educational tangible assets;
7) educational and scientific laboratories;
8) information resources and library stock;
9) assessment of knowledge of students;
10) research work;
11) professional practice.
8. The main methods of information collection for carrying out certification are:
1) visual survey of material and technical resources and objects of social security;
2) studying of documentation of the organizations of education and its divisions for the purpose of check of observance of requirements of GOSO;
3) analysis of indicators of educational process;
4) analysis of results of Single national testing, intermediate state control, final assessment of students;
5) selective questioning of students, teachers, employees and parents of students and pupils, students and employers;
6) visit of studies;
7) conversations with students, teachers and employees and others;
8) assessment of knowledge of students by conducting complex testing and other types of control cuts of knowledge and abilities.
9. Certification is performed in general on the organization of education, besides, for the organizations of education realizing educational training programs of technical and professional education, postsecondary education, the higher and postgraduate education as well by specialties (professions).
10. Expenses on carrying out certification of the organizations of education are performed at the expense of budgetary funds.
11. Certification of the organizations of education is carried out according to the schedules of carrying out certification for calendar year approved by authorized bodies.
12. Information on terms of carrying out certification is carried to the organizations of education in three months prior to certification.
13. Changes and (or) additions on the basis can be made to the approved schedules:
1) written appeals of the organizations of education with reduction of the motivated conclusions about need of transfer of term of certification;
2) reorganization of the organizations of education with education of new legal entities;
3) results of intermediate state control.
14. In case of modification and/or amendments of the approved schedules of certification of the organizations of education shall be informed on it in terms, not later than three months prior to certification.
15. The organizations of education which are subject to certification no later than monthly term prior to certification represent self-assessment materials to the authorized bodies including the following quality and quantity characteristics of the organization: general characteristic of the organization of education; personnel structure; contingent of students; educational and methodical work; teaching and educational work and pedagogical loading; educational tangible assets; educational and scientific laboratories; information resources and library stock; assessment of knowledge of students; research work; professional practice; copies of constituent documents and license for the right of conducting educational activities.
Authorized bodies perform the analysis of the provided materials.
16. For carrying out certification authorized bodies create certifying commissions (further - the Commission).
17. The structure of the Commission affirms authorized bodies not later than 10 days prior to certification of the organization of education.
The employee of the relevant authorized body is appointed the commission chairman.
18. The Commissions are included representatives:
1) relevant authorized bodies;
2) state bodies under which authority the organizations of education if certification is carried out in the state organizations of education are;
3) organizations of education and their associations (associations), leading pedagogical workers of the Republic of Kazakhstan.
Selection of candidates in structure of the Commission is performed on education organization activity profile, the directions of preparation and specialties (professions).
19. Certification of the organizations of education is carried out by the Commissions in time, not exceeding seven working days.
20. The commission chairman at enlarged emergency meeting of Academic (Pedagogical) council represents members of the commission and distributes between them specific tasks on studying of activities of the organizations of education.
21. The notification about work of the Commission and preparation of the corresponding written announcements is assigned to the head of the organization of education.
22. The commission in the activities is guided by the regulatory legal acts of the Republic of Kazakhstan regulating organization activity of education and implementation of the state control of quality of education.
The commission chairman provides members of the commission with all necessary regulatory legal acts.
23. In the course of work members of the commission inform the commission chairman on the course of studying of questions of certification and transfer it references with the detailed analysis of indicators of organization activity of education with indication of the revealed shortcomings and violations of provisions of the corresponding regulatory legal acts, recommendations about their elimination and conclusions.
24. For determination of compliance of quality of knowledge of students to requirements of GOSO in case of certification by the Commission control of knowledge, skills of the studying final groups, classes and rates is carried out.
At the same time technologies of complex testing and other types of control of knowledge and abilities (examinations, the essay, detailed designs, creative tasks, compositions) of students are used.
For examination and abilities of the studying final years of postsecondary and higher education educational and methodical sections of specialties offer in the National center of state standards of education and testing the list of the disciplines entering cycles basic and main and affirms authorized body.
For determination of quality of knowledge of students on final year and in case of others of types of control of knowledge and abilities the commission determines the contingent of students numbering 50 people by each specialty (profession) pro rata to ratio of number of students on "perfectly", "well", "well".
In case the number of students in the specialty (profession) constitutes no more than 50 people, then control of knowledge, skills covers all students.
25. The rating scale in case of complex testing (in percentage ratio) is determined as follows:
"perfectly" - 88-100%;
"well" - 75-87%;
"well" - 60-74%;
"unsatisfactorily" - less than 60% of the correct answers of number of questions in examination material.
26. Check of the held examinations, the essay, detailed designs, creative tasks, compositions and their assessment on four-ball system is performed by the joint commission approved by the commission chairman. Are part of the joint commission: chairman and member of the commission and one teacher of the organization of education.

30. The commission chairman generalizes results of check of all divisions and prepares the conclusion of the Commission (further - the Conclusion) which includes the following Sections:
1) general characteristic of the organization of education;
2) personnel structure;
3) contingent of students;
4) educational and methodical work;
5) teaching and educational work and pedagogical loading;
6) educational tangible assets;
7) educational and scientific laboratories;
8) information resources and library stock;
9) assessment of knowledge of students;
10) research work;
11) professional practice;
12) creative activities (for the organizations of formation of arts);
13) certification of specialties (professions);
14) results of questioning;
15) shortcomings and notes;
16) conclusions and offers.
Conclusion bears in itself the recommendation of certification or not certification of the organization of education.
31. The conclusion are in duplicate signed by the chairman and all members of the commission.
The second copy of the Conclusion is transferred to the head of the organization of education that is confirmed by its signature.
32. Are applied to the Conclusion:
1) main indicators of organization activity of education;
2) structure of divisions of the organization of education;
3) the information about the contingent of the organization of education, including students on forms of education and specialties (professions);
4) quantity and quality characteristic of professorial, pedagogical and service personnel of the organization of education;
5) results of questioning;
6) results of complex testing and examinations;
7) copy of the Charter and certificate on state registration;
8) conclusion of the sanitary and epidemiologic station and fire safety.
33. Based on the materials of self-assessment, the conclusion of the Commission provided by the organization of education authorized bodies within ten calendar days make the decision on certification or not certification of the organization of education which is drawn up by orders (resolutions) of the relevant authorized body.
34. The decision of authorized body "not certify" involves suspension of action of the license of the organization of education with for up to six months with imposing of penalty on the official or legal entity according to the legislation of the Republic of Kazakhstan on administrative offenses.
35. The decision "certify" the organization of education is made if, educational activities completely conform to requirements of GOSO, including when by results of assessment of knowledge and abilities of students, with the participation of at least 95% of payroll of the contingent determined according to Item 24 of this Instruction, at least 70% of students received positive estimates.
36. In case of suspension of action of the license by authorized bodies, after the term of suspension of action of the license by authorized bodies the commission for determination of remedial action, revealed during certification is created.
37. In case of elimination of the violations which entailed suspensions of action of the license, its action is resumed based on the positive recommendation of the commission.
38. In case of not elimination of violations within six months deprivation of the license is performed according to the procedure, stipulated by the legislation the Republic of Kazakhstan about administrative offenses.

1. This instruction on the organization and carrying out accreditation of the organizations of education (further - the Instruction) is developed according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education", the Rules of accreditation of the organizations of education approved by the order of the Government of the Republic of Kazakhstan of December 29, 2007 No. 1385.
2. The instruction establishes procedure for the organization and carrying out accreditation of the organizations of education (further - accreditation) realizing professional training programs of the higher and postgraduate education.
3. Accreditation is performed on the basis of assessment of organization activity of education on compliance to the standards and criteria developed by accreditation body.
4. The organization of carrying out accreditation consists in implementation of certification of accreditation bodies and maintaining the Register of the accredited organizations of education.
5. Institutional and specialized accreditation of the organizations of education is carried out by accreditation body on the basis of assessment of organization activity of education on compliance to the standards and criteria established by accreditation body.
6. Under accreditation body for joint and public consideration of questions of accreditation Accreditation council is created.
The structure of Accreditation council and regulations on it approves accreditation body.
7. Representatives of authorized body, accreditation body, the organizations of education, the non-governmental and student's organizations are part of Accreditation council.
8. For passing of institutional accreditation of the organization of education submit the following documents to accreditation body:
1) the statement in the form established by accreditation body;
2) copy of the state license and appendices to the license for the right of conducting educational activities.
When passing specialized accreditation the organization of education in addition represents the copy of the certificate on passing of institutional accreditation to accreditation body.
Combination of institutional and specialized accreditation is possible.
9. Accreditation consists of the following stages:
1) filing of application of education by the organization and the conclusion of the bilateral contract between accreditation body and the organization of education;
2) carrying out self-assessment of the organization of education with creation of the report on compliance to the standards and criteria established by accreditation body;
3) submission of the report on self-assessment of the organization of education to accreditation body;
4) consideration of the report on self-assessment of the organization of education in accreditation body;
5) development of recommendations by accreditation body of the organization of education about the submitted report;
6) visit of the organization of formation of accreditation body by experts and creation of the report by them following the results of check on compliance to standards and criteria of accreditation body with recommendations;
7) preparation of materials for accreditation of the organization of education by accreditation council;
8) consideration of question of accreditation of the organization of education by accreditation council;
9) adoption of relevant decisions by accreditation body;
10) the publication of the complete report on the website of accreditation body.
10. Accreditation of the organization of education is performed from the moment of registration of a statement on passing of accreditation before pronouncement of the relevant decision by Accreditation council.
11. The term of consideration by accreditation body of documents of the organization of education, visit of the organization of education by experts and decision makings is established from one to three years from the moment of filing of application of the accredited organization of education.
12. Accreditation of the organizations of education is carried out according to the schedule of carrying out accreditation.
13. After completion of the procedure of self-assessment the organization of education sends in accreditation body the report on self-assessment on paper and electronic carriers.
14. For visit by accreditation body the external commission of experts is created. The regulations on commission of experts affirm accreditation body.
Information on terms of visit of the organization of education by external commission of experts is carried to the organization of education in three months prior to the visit.
15. Visit of the organization of education by external commission of experts is carried out within two-four working days according to the standards of external assessment approved by accreditation body.
16. The external commission of experts studies the report on self-assessment before visit of the organization of education.
17. The report on results of visit of the organization of education is constituted by external commission of experts in accreditation body within two-three working days.
18. The accreditation body studies the report on self-assessment, the report of external commission of experts and prepares materials for consideration of question of accreditation of the organization of education on Accreditation council.
19. Accreditation council makes the decision:
To accredit 1);
2) to refuse accreditation.
20. The accreditation body on the basis of the positive decision of Accreditation council draws up the certificate on accreditation (further - the certificate) the organizations of education existing within five years.
21. For prolongation of effective period of the certificate the organization of education not later than year before the termination of effective period of the certificate submits the application to accreditation body.
22. In case of refusal in accreditation, to the organization of education the written notice with reasons goes. The repeated application of the organization of education is considered in accordance with general practice after at least one year from the moment of submission of the first statement.
23. Establishment of form, its approval, production, accounting and storage of forms of the certificate on accreditation is performed by accreditation body.
24. Information on the organizations of education which received certificates on accreditation is transferred to authorized body and posted on the website of accreditation body.
25. The certificate on accreditation is terminated after 5-year term.
26. In case of liquidation or reorganization of the organization of education corresponding changes it is entered by authorized body in the Register of the accredited organizations of education.
27. The decision on accreditation or on refusal in accreditation of the organization of education can be appealed in the procedure established by the legislation.
28. In case of loss the accreditation body for the written application of the organization of education within ten calendar days grants certificates on accreditation the duplicate of the certificate on accreditation.
Execution of the duplicate of the certificate is carried out at the expense of own means of the organization of education.
