1. This Procedure is prepared for the purpose of execution of Item 1.6 of the Presidential decree of the Azerbaijan Republic of August 31, 2004 No. 115 "About mail".
2. Payment of compensation for the losses connected with rendering the universal services of mail service enshrined in article 11.5 of the Law of the Azerbaijan Republic "About mail" (further - compensation), is regulated by this Procedure.
3. Compensation is performed at the expense of means of the government budget of the Azerbaijan Republic.
4. The technique of calculation of the losses caused by universal services of mail service prepares the national post operator and is performed based on the legislation of the Azerbaijan Republic in case of approval of the relevant ministries.
5. The amount of compensation is established on the actual losses, the universal services of mail service caused to the national post operator in connection with rendering.
6. The amount of compensation is established in the amount of the actual harm for last year, and upon termination of year final settlements are carried out.
