I. General provisions

1.1. These rules of industrial safety of rubber productions (further - Rules) are developed according to the Federal Law of 21.07.1997 N 116-FZ "About industrial safety of hazardous production facilities" (The Russian Federation Code, 1997, N 30, the Art. 3588), "The general rules of industrial safety for the organizations performing activities in the field of industrial safety of hazardous production facilities", approved by the resolution of Gosgortekhnadzor of Russia of 18.10.02 N 61-A, registered by the Ministry of Justice of the Russian Federation of 28.11.02 N 3968, taking into account the requirements of "General explosion safety rules for the explosion-fire-hazardous chemical, petrochemical and oil processing productions" approved by the resolution of Gosgortekhnadzor of Russia of 05.05.2003 N 29 and registered by Ministry of Justice of 15.05.2003 N 4537.

1.2. These rules extend to the productions of the organizations all operating, designed, based, reconstructed connected with production of tires, rubber product, rubber footwear, repair of tires, latex products irrespective of their form of business.

1.3. All organizations functioning in the field of operation, designing, development of processes, installation and repair of the objects specified in item 1. And also participating in development of design documentation for production of the equipment, control facilities and automation, their production (production), production of other devices and products for the specified objects requirements of the Federal Law "About Industrial Safety of Hazardous Production Facilities", these rules shall observe 2,.

1.4. The procedure and terms of reduction of the organizations in compliance with requirements of these rules are determined by heads of the organizations in accordance with the established procedure.

1.5. Production divisions (workshops, sites, departments) preparations of glues, varnish, sealants, pastes with use of explosion-fire-hazardous solvents; preparation of raw materials and preparation of rubber mixes; raw-material storages and finished goods when designing, as a rule, it is necessary to have in separate buildings.

Production divisions of preparation of raw materials and preparation of rubber mixes, raw-material storages and finished goods if necessary can be reported with the main production cases through fireproof transitions at least 6 m long.

2.13. Accomplishment of production operations in storage locations of raw materials, materials is forbidden, to finished goods except for of the works connected with preparation them for transportation.

2.14. In each storage facility there shall be scheme of placement of the substances and materials allowed to storage with short specifying of their danger, the place and method of stacking.
