1. Approve "Rules of industrial safety of petroleum storage depots and warehouses of oil products".

2. Direct "Rules of industrial safety of petroleum storage depots and warehouses of oil products" to state registration in the Ministry of Justice of the Russian Federation.

 

Rules of industrial safety of petroleum storage depots and warehouses of oil products

The code of PB 09-560-03 is appropriated to these rules

I. General provisions

1.1. These rules of industrial safety of petroleum storage depots and warehouses of oil products (further Governed) establish requirements which observance is aimed at providing industrial safety, the prevention of accidents, accidents on hazardous production facilities of petroleum storage depots and warehouses of oil products.

1.2. Rules are developed according to the Federal Law of 21.07.97 N 116-FZ "About industrial safety of hazardous production facilities" (The Russian Federation Code. 1997. N 30. The Art. 3588), the Provision about Federal horn and industrial supervision of Russia, the approved order of the Government of the Russian Federation of 03.12.01 N 841 (The Russian Federation Code. 2001. N 50. The Art. 4742), the General rules of industrial safety for the organizations performing activities in the field of industrial safety of hazardous production facilities, approved by the resolution of Gosgortekhnadzor of Russia of 18.10.02 N 61-A, registered by the Ministry of Justice of the Russian Federation 28.11.02 N 3968 (The Russian newspaper. 2002. 5 Dec. N 231), are also intended for application by all organizations irrespective of their forms of business and patterns of ownership performing activities in the field of industrial safety.

1.3. Rules of industrial safety of petroleum storage depots and warehouses of oil products extend to the operating, reconstructed, designed, under construction and preserved petroleum storage depots and warehouses of oil products.

1.4. Rules do not extend:

- on petroleum storage depots with the products having elasticity of vapors 700 mm hg are higher;

- separate gas stations;

- oil-field warehouses and warehouses of bulk distribution lines.

1.5. Petroleum storage depots and warehouses of oil products to which actions of these rules extend shall have:

- the license for implementation of the specific type of activity in the field of industrial safety which is subject to licensing in accordance with the legislation of the Russian Federation;

- permission to use of technical devices, including foreign production, on hazardous production facilities;

- the insurance contract of risk of responsibility for damnification in case of operation of the hazardous production facility (HPF);

- the document on registration of OPO in the state register;

- the project documentation on construction, expansion, reconstruction, modernization, preservation and liquidation of OPO;

- the regulatory legal acts and regulating technical documents establishing rules of conducting works on OPO.

1.6. Need of development of the declaration of industrial safety of object is determined by the Federal Law of 21.07.1997 N 116-FZ "About industrial safety of hazardous production facilities".

1.7. The organization operating OPO of petroleum storage depots or warehouses of oil products shall:

- observe requirements of the Federal Law of 21.07.1997 N 116-FZ "About industrial safety of hazardous production facilities", other Federal Laws and other regulatory legal acts of the Russian Federation, and also regulating documents in the field of industrial safety;

- provide completeness of the staff of workers of OPO meeting the conforming qualification requirements and not having medical contraindications to work;

- provide carrying out preparation and employee assessment in the field of industrial safety;

- organize and exercise production control over observance of requirements of industrial safety;

- provide availability and functioning of necessary devices and control systems behind production processes according to the established requirements;

- provide expertize of industrial safety, carry out diagnostics, testing, survey of the constructions and technical devices used on hazardous production facilities at the scheduled time;

- provide readiness of the organization for actions for localization and recovery from the accident: have the plans of localization of emergencies (PLE) and liquidation plans of emergency oil spills and oil products (PLARN), to hold trainings on action of personnel in emergencies;

- be involved in technical investigation of the reasons of accidents and accidents on OPO, to take measures for elimination of the specified reasons and prevention of similar incidents; record accidents and incidents on OPO;

- take measures for protection of life and health of workers in case of accident on OPO;

- provide protection of objects against penetration and unauthorized actions of strangers;

- carry out orders and instructions of federal executive body, specially authorized in the field of industrial safety, its territorial authorities and officials, given by them according to powers;

- provide information on accomplishment of actions for ensuring industrial safety according to established procedure.

1.8. Obligation of development of the declaration of industrial safety of hazardous production facilities, in the absence of extreme amount of the dangerous substances specified in appendix 2 to the Federal Law "About Industrial Safety of Hazardous Production Facilities" can be established by the Government of the Russian Federation, and also according to the powers federal executive body, specially authorized in the field of industrial safety.

1.9. Reduction of the operating petroleum storage depots and warehouses of oil products in compliance with requirements of these rules is performed in accordance with the established procedure.

II. Requirements of industrial safety to technological objects

 

2.1. General requirements

2.1.1. On petroleum storage depots and warehouses of oil products actions for the prevention and exception of the dangerous factors influencing industrial safety shall be developed and take root.

2.1.2. The developed actions of normative, organizational and technical nature shall have accurate focus and practical realization in part:

- ensuring industrial safety;

- accident prevention;

- prevention of formation of the explosive environment;

- prevention of education in the explosive environment of sources of ignition.

2.1.3. Industrial safety shall be ensured:

- the technical solutions made when designing;

- observance of requirements of safety rules and regulations of the technological mode of processes;

- safe operation of the technical devices meeting the requirements of the specifications and technical documentation in case of operation, servicing and repair;

- system of training of qualified personnel.

2.1.4. Accident prevention shall be reached:

- application of automated control systems and antiemergency protection;

- the regulated servicing and repair of the equipment using diagnostics by nondestructive control methods;

- monitoring system of the dangerous factors influencing industrial safety;

- accumulating and the analysis of databank on accidents and incidents;

- acceptance of the warning measures for emergence of accidents.

2.1.5. Prevention of formation of the explosion-fire-hazardous circle shall be provided:

- automation of the engineering procedures connected with the address of flammable liquids (further - LVZh) and combustible liquids (further - GZh);

- application of technical measures and remedies of the equipment from damages and premature depreciation;

- the regulated control of hermeticity of sites, nodes, connections which under the terms of operation can become sources of allocations (omission) of combustible gases;

- control of the circle, the blocking of controls allowing to stop formation of the explosive environment at early stage;

- catching of vapors of explosive mix and branch them in reservoir (condenser);

- use of the technical means and acceptances allowing to reduce as much as possible forced emission (evaporation) of combustible substances;

- use of the closed system of collection of explosive mix as communicating vessels.

2.1.6. Prevention of education in the explosive environment of sources of ignition shall be reached:

- use of electric equipment corresponding to fire-dangerous and explosive zones, group and category of explosive mix;

- application of the acceptances and the modes of engineering procedure, the equipment meeting requirements of electrostatic safety;

- device and regular check of lightning protection of buildings, constructions and equipment;

- application in design of high-speed means of protective shutdown of possible sources of ignition;

- application of spark arresters and iskroulavlivatel;

- use of not sparking tool during the work with the equipment containing LVZh and GZh;

- control of temperature of heating of machines, mechanisms, bearings, devices which can contact with the combustible circle;

- elimination of contact with air of pyrophorous substances;

- fulfillment of requirements of regulating technical documentation, rules of industrial safety.

2.1.7. The system of production control over industrial safety shall provide:

- control of observance of requirements of rules of industrial safety on hazardous production facility;

- the analysis of condition of industrial safety and control of implementation of actions, directed to its increase;

- coordination of the works directed to the prevention of accidents on hazardous production facilities and ensuring readiness of the organization for localization of accidents and liquidation of their effects.
