1. Approve "Rules of industrial safety for explosion-fire-hazardous production facilities of storage, conversion and use of vegetable raw materials".

2. Direct "Rules of industrial safety for explosion-fire-hazardous production facilities of storage, conversion and use of vegetable raw materials" to state registration in the Ministry of Justice of the Russian Federation.

Rules of industrial safety for explosion-fire-hazardous production facilities of storage, conversion and use of vegetable raw materials

The code of PB 14-586-03 is appropriated to these rules

1. General provisions

1.1. These rules of industrial safety of hazardous production facilities of storage, conversion and use of raw materials in agro-industrial complex (further Governed) are developed according to the Federal Law "About Industrial Safety of Hazardous Production Facilities" of 21.07.97 N 116-FZ (The Russian Federation Code, 1997, N 30, the Art. 3588), the Regulations on the Federal inspectorate for mining and industry of Russia approved by the order of the Government of the Russian Federation of 03.12.01 N 841 (The Russian Federation Code, 2001, N 50, the Art. 4742), General rules of industrial safety for the organizations performing activities in the field of industrial safety of hazardous production facilities (in the PB 03-517-02) approved by the resolution of Gosgortekhnadzor of Russia of 18.10.02 N 61-A, the registered Ministry of Justice of the Russian Federation of 28.11.02 N 3968 ("The Russian newspaper", N 231, 05.12. 02).

1.2. Rules are intended for application:

- during the designing, construction, operation, expansion, reconstruction, modernization, preservation and liquidation of hazardous production facilities of storage, conversion and use of vegetable raw materials;

- in case of production, installation, adjustment, servicing and repair of the technical devices used on hazardous production facilities of storage, conversion and use of vegetable raw materials;

- in case of expertize of industrial safety;

- when carrying out preparation and employee assessment of the organizations in the field of industrial safety.

1.3. Rules extend to all organizations incorporating explosion-fire-hazardous production facilities (further - hazardous production facilities) on which, vegetable raw materials (grain, seeds) and products of its conversion (flour, bran, malt, compound feed, cake, meal, sugar, grass and wood flour, etc.) capable to form explosive pylevozdushny mixes move, processed and stored to blow up, ignite spontaneously or flare up from source of ignition and to burn independently after its removal. Treat the specified objects:

- reception and holiday devices for acceptance and leave of vegetable raw materials and products of its conversion from rail, road and water transport;

- working buildings, silage cases of elevators, warehouses of silage type and warehouses floor for bulk storage and gallery for movement of vegetable raw materials and products of its conversion;

- workshops, departments, block and modular and modular installations on production of flour, grain, malt, compound feeds and fodder mixes, semyaobrabatyvayushchy and kukuruzoobrabatyvayushchy productions;

- preparatory, podrabotochny, crushing departments on cleaning, crushing of malt, grain, peeling маслосемян;

- departments for rastarivaniye, weighings, siftings of flour, grind of granulated sugar;

- zernosushilny installations, reception and cleaning and drying and cleaning towers, workshops of waste, dust, cleaning and sorting of sack tare;

1.3. Rules are aimed at providing vzryvopozharobezopasnost of the specified hazardous production facilities, the prevention of accidents, cases of industrial traumatism and at ensuring readiness of the organizations for localization and mitigation of consequences of accidents.

1.4. The procedure and terms of reduction of the operating objects in compliance with requirements of these rules are determined by the organizations in each case, in accordance with the established procedure in coordination with territorial authorities of Gosgortekhnadzor of Russia.

1.5. In case of technical impossibility of accomplishment of separate requirements of these rules in case of operation of the operating objects constructed on the projects developed before introduction of these Rules their operation on condition of development and deployment of the additional organizational and technical measures directed to decrease in risk of accident rate and injury rate is allowed.

2. Requirements to the organization and officials

2.1. The organization operating hazardous production facilities shall:

- provide fulfillment of requirements of industrial safety, containing in the Federal Laws and other regulatory legal acts of the Russian Federation, in these rules and in other regulating technical documents accepted in accordance with the established procedure;

- provide accomplishment of normative requirements of labor protection, containing in regulatory legal acts of Gosgortekhnadzor of Russia;

- provide preparation and employee assessment on industrial safety according to the procedure, established by Gosgortekhnadzor of Russia;

- carry out orders and instructions of Gosgortekhnadzor of Russia, its territorial authorities and officials given by them according to powers;

- have available the regulatory legal acts and regulating technical documents establishing requirements of industrial safety;

- carry out in accordance with the established procedure expertize of industrial safety of the operated buildings, constructions, technical devices of hazardous production facilities, the project documentation on construction, expansion, reconstruction, modernization, preservation and liquidation of hazardous production facilities, the declaration of industrial safety and other documents connected with operation of hazardous production facility (technical data sheet of explosion safety, the liquidation plan of accidents, etc.).

2.2. The organization operating hazardous production facilities shall have:

- the project documentation on construction, expansion, reconstruction, modernization, preservation and liquidation of hazardous production facility;

- the document on registration of hazardous production facility in the state register;

- license for activities on operation of explosive production facilities;

- permissions of Gosgortekhnadzor of Russia to use of technical devices, including foreign production, on hazardous production facilities;

- the insurance contract of risk of responsibility for damnification in case of operation of hazardous production facility;

- other documents connected with operation of hazardous production facility:

- technical data sheet of explosion safety of hazardous production facility;

- technological schemes and regulations;

- passports of aspiration and pneumatic installations;

- passports of vzryvorazryadny devices;

- liquidation plan of accidents and protection of personnel of hazardous production facility.

2.3. The organization determines and documentary draws up the policy in the field of industrial safety; distributes obligations and responsibility in the field of ensuring industrial safety between management of the organization, specialists and structural divisions.

2.4. The organization, taking into account specifics of production and quantity of working, develops Regulations on production supervision which affirm the head of the organization and are approved with territorial authority of Gosgortekhnadzor of Russia in accordance with the established procedure. Production supervision is exercised by carrying out complex of the actions aimed at providing safe functioning of hazardous production facilities and also on the prevention of accidents and ensuring readiness for localization and liquidation of their effects.

2.5. In general management system the organization (except for the small organizations) the management system industrial safety (MSIS) is created and takes root.

The existing service of production control over observance of requirements of industrial safety is integrated into SUPB. The organization develops and implements methods of periodic assessment of condition of industrial safety; timely adjusts plans and methods of carrying out internal checks of efficiency of functioning of SUPB and analyzes activities of service of production supervision.

2.6. In the organization the worker responsible for implementation of production supervision and SUPB is appointed.

2.7. The head of the organization shall:

- fulfill the requirements of industrial safety established to operation of hazardous production facilities by the legislative and other regulatory legal acts and regulating technical documents accepted in accordance with the established procedure;

- represent the data necessary for registration of object in the state register of hazardous production facilities, according to the requirements established by Gosgortekhnadzor of Russia;

- allow to work on hazardous production facility of persons meeting the conforming qualification requirements and not having medical contraindications to the specified work;

- in the cases provided by legislative and other regulatory legal acts to develop the declaration of industrial safety;

- sign the insurance contract of risk of responsibility for damnification in case of operation of hazardous production facility;

- organize and exercise production supervision according to the Rules of the organization and implementation of production control over observance of requirements of industrial safety on hazardous production facility approved by the Order of the Government of the Russian Federation of 10.03.1999 N 263 (The Russian Federation Code, 1999, N 11, the Art. 1305);

- plan and perform actions for localization and mitigation of consequences of accidents, to render assistance to state bodies in investigation of the reasons of accidents;

- conclude service agreements with professional rescue services (forming), or create own freelance rescue units from number of persons employed; organize education and training of members of freelance rescue units in accordance with the established procedure;

- have reserves of financial resources and material resources for localization and mitigation of consequences of accidents;

- investigate and represent in accordance with the established procedure to public authorities information on accidents, incidents and labor accidents, the reasons of their origin and the taken measures;

- comply with the procedure and conditions of use of technical devices on hazardous production facilities provided by the Rules of use of technical devices on hazardous production facilities approved by the Order of the Government of the Russian Federation of 25.12.1998 N 1540 "About use of technical devices on hazardous production facilities" (The Russian Federation Code, 1999, N 1, the Art. 191) and regulating documents of Gosgortekhnadzor of Russia;

- appoint the order on the organization of persons responsible for industrial safety of productions, objects, workshops, sites.

2.8. The technical lead of the organization (the chief engineer, the technical director) shall:

- provide proper condition and safe operation of the processing, transport and aspiration equipment, organize system and accomplishment of scheduled preventive maintenance of the equipment (Party of Pensioners of Russia);

- provide availability and functioning of necessary devices and control systems of production processes according to the established requirements;

- provide development in accordance with the established procedure of schedules of cleaning of dust in premises of hazardous production facilities;

- organize training and employee assessment of hazardous production facilities concerning industrial safety and labor protection;

- exercise constant control behind accomplishment by engineering employees of productions, objects, workshops, services and departments of requirements of industrial safety and labor protection;

- head development and the organization of accomplishment of the liquidation plan of accidents and protection of personnel of hazardous production facilities;

- create and support in proper condition watch systems, notifications, bonds and supports of actions in case of accident;

- train workers in actions in case of accident or incident;

- provide observance of requirements of industrial safety and explosion safety when carrying out construction, repair and hot work on hazardous production facilities;

- provide development in accordance with the established procedure and availability of technical data sheet of explosion safety of hazardous production facility and the actions plan to it on elimination of the revealed departures of requirements of explosion safety;

- organization of accomplishment of instructions of bodies of Gosgortekhnadzor of Russia;

- provide accomplishment of conditions of action of licenses of Gosgortekhnadzor of Russia for operation of explosive production facilities;

- provide carrying out new construction, reconstruction, modernization of hazardous production facilities according to the project documentation which passed the examination of industrial safety in accordance with the established procedure;

- ensure availability and safety of project technical documentation in the organization;

- be involved in technical investigation of the reasons of accidents, incidents, the investigation of labor accidents according to the procedure established by the legislation of the Russian Federation and regulating documents of Gosgortekhnadzor of Russia;

- record accidents, incidents, labor accidents, to analyze origins of accidents, incidents, labor accidents, to take measures for their prevention and elimination of the reasons;

- prevent penetration of strangers on hazardous production facility.

2.9. Persons responsible for industrial safety of productions, objects, workshops, sites and other divisions shall:

- develop and submit in accordance with the established procedure for approval instructions on industrial safety for workers of the corresponding dangerous productions and objects;

- exercise daily control over the implementation by subordinate workers of all requirements of industrial safety stated in the corresponding instructions;

- instruct at the scheduled time on industrial safety and labor protection of persons subordinated to them and to keep the magazine of registration of instructing on workplace;

- provide timely accomplishment of instructions of bodies of Gosgortekhnadzor of Russia;

- provide operability of the processing, electrotechnical and transport equipment, aspiration and ventilating installations, technical means of control of safe operation of the equipment, means of explosion protection;

- provide timely cleaning of dust according to developed schedules;

- not allow blocking up of ways of evacuation (exits, passes, corridors, ladders, etc.), approaches to installation sites of phones, to buttons of emergency stop of the equipment and to emergency firefighting equipment;

- watch serviceable condition of devices for self-closing of doors to the platform locks, fire-proof walls and partitions;

- to immediately report to the head of the organization about accident, incident and labor accident.

2.10. Workers of explosion-fire-hazardous production facilities shall:

- nobility and observe requirements of explosion safety, industrial safety and the maintenance instruction of the serviced equipment, the obligations according to the liquidation plan of accidents;

- control condition of the rubbing parts of machines, ensuring their normal work and regular lubricant, condition of drive belts and their tension;

- provide uniform uninterrupted receipt of product in the equipment, without allowing overload of the equipment and blockage product;

- control work of aspiration and ventilation;

- report to the operator or the head of change about need of stop of the equipment, and in emergency cases to stop the equipment, according to the liquidation plan of accidents;

- accept and hand over the serviced equipment in good repair, to regularly clear the equipment and remove servicing zones upon termination of change from dust.

2.11. Responsibility for observance of requirements of industrial safety is born by the heads and chief specialists of the organizations operating hazardous production facilities, heads of hazardous production facilities, structural divisions, heads of changes and works according to the job responsibilities and also workers - for accomplishment of the labor obligations established by the corresponding instructions and employment policies and procedures.

2.12. Persons which allowed abuses of regulations of industrial safety bear disciplinary, administrative or criminal responsibility in accordance with the legislation of the Russian Federation.

3. Employee assessment of the organizations for industrial safety

Training, instructing and examination (certification) of employees of hazardous production facilities for industrial safety and labor protection is carried out in accordance with the established procedure.

All employed persons, pass in accordance with the established procedure induction, primary instructing on workplace, repeated, unplanned and target instructing.

Briefings include acquaintance of workers with the available dangerous and harmful production factors, studying of requirements of industrial safety and explosion safety, application of safe methods and acceptances of performance of works, including in supernumerary and the emergencies containing in regulating technical documents, instructions for labor protection.

Instructing comes to the end with oral check of knowledge acquired by the worker by person instructing.

Carrying out all types of instructing is registered in the relevant magazines of briefings (in the established cases - in the work permit on works) with indication of the signature instructed and signatures instructing, and also dates of instructing.

The induction is held by the specialist in industrial safety (labor protection) of the organization or the worker to whom the order on the organization assigns these obligations.

Primary instructing on workplace is carried out prior to independent work.

Primary instructing on workplace is carried out by the head of hazardous production facility of the organization.

Introduction and primary are instructed according to the programs developed and approved in accordance with the established procedure according to requirements of legislative and other regulatory legal acts for industrial safety and labor protection.

Repeated instructing is carried out at least once in six months according to the programs developed for carrying out primary instructing on workplace.

Unplanned instructing is carried out:

- in case of enforcement new or change of the legislative and other regulatory legal acts containing requirements of industrial safety, and also instructions for labor protection;

- in case of change of engineering procedures, replacement or upgrade of technical devices on hazardous production facilities, in case of violation by workers of requirements of industrial safety if these violations created real threat or led to heavy effects (accident, labor accident, etc.);

- upon the demand of officials of bodies of Gosgortekhnadzor of Russia.
