About measures for streamlining of the activities connected with control of vehicles on highways
For the purpose of ensuring uninterrupted and safe movement of the vehicles which are carrying out transportation of goods and passengers and also streamlining of activities of the regulatory authorities performing supervising functions on highways, the Government of the Russian Federation decides:
1. Determine that on federal and other highways only stationary posts of law-enforcement bodies, Items of the state control of implementation of the international motor transportations and stationary Items on which weight control of the vehicles performing freight transportation is made are created.
Control of vehicles on highways, not provided by the Federal Laws and regulatory legal acts adopted according to them, and also carried out by the bodies and the organizations which are not specified in this resolution is not allowed.
2. Stationary posts of law-enforcement bodies on federal highways will be organized by the Ministry of Internal Affairs of the Russian Federation in coordination with Federal Highway Agency based on offers of territorial authorities of the Ministry of Internal Affairs of the Russian Federation at the regional level.
The specified posts on other highways will be organized by territorial authorities of the Ministry of Internal Affairs of the Russian Federation at the regional level in the field of road economy.
3. Items of the state control of implementation of the international motor transportations will be organized by Federal Service for the Oversight of Transport according to the procedure, established by the order of the Government of the Russian Federation of October 31, 1998 N 1272 "About the state control of implementation of the international motor transportations" (The Russian Federation Code, 1998, N 45, the Art. 5521).
