About measures for forming of the all-Russian telecommunication system and providing the rights of owners in case of storage of securities and calculations in the stock market of the Russian Federation

For the purpose of creation of the all-Russian telecommunication system for servicing of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies and subjects of business activity of all patterns of ownership, creation of operating conditions of electronic system of financial calculations, forming of infrastructure of the stock market of the Russian Federation providing protection of the rights of owners of securities I decide:

1. Determine that priorities of state policy in the field of forming of modern market infrastructure are:

creation of organizational specifications and technological system of telecommunication servicing of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies and subjects of business activity of all patterns of ownership when implementing financial calculations and transactions in the security market;

forming of single standards of implementation and registration of transactions in the financial market of the Russian Federation, including in the security market, the commercial transactions providing confidentiality, independence of their participants, information security, accounting and protection of the rights of owners, and also the state and public control over observance of the antitrust law of the Russian Federation;

forming of scientific-industrial complexes on development and production of the domestic equipment and communication systems with use of the advanced achievements of science and international experience;

attraction to creation and development of the all-Russian telecommunication system of the Russian and foreign investors;

ensuring the state control of activities of the all-Russian telecommunication system.
