About approval of Industrial safety rules for the companies of knitted industry

According to the Law of Ukraine "About labor protection", the Regulations on the State committee of Ukraine on industrial safety, labor protection and mountain supervision approved by the resolution of the Cabinet of Ministers of Ukraine of 23.11.2006 of N 1640, I ORDER:

1. Approve Industrial safety rules for the companies of knitted industry (further - Rules) (are applied).

2. The order becomes effective from 01.01.2007.

3. With entry into force of the order to consider not applied in the territory of Ukraine OST 17-902-81 "Production processes of the companies of the knitted industry. Safety requirements" (HAOT 1.7.10-2.11-81) approved by the Light Industry Ministry of the USSR.

4. To department of the organization of the state supervision in agro-industrial complex and the welfare sphere of Gosgorpromnadzor of Ukraine to submit within five-day term on state registration in the Ministry of Justice of Ukraine the specified Rules.

5. To management of normative legal and legal support to enter Rules in the State register of regulatory legal acts on labor protection and to place them on the web page of Gosgorpromnadzor of Ukraine.

6. To chiefs of territorial administrations and inspections of Gosgorpromnadzor of Ukraine to take measures for studying of requirements of Rules by the state inspectors, other officials of Gosgorpromnadzor of Ukraine, to provide systematic control of observance of requirements of Rules.

7. To the editor-in-chief of the Labor protection magazine to publish the order in the future issue of the magazine.

8. To impose control over the implementation of this order on the vice-chairman of Gosgorpromnadzor of Ukraine according to distribution of obligations.

Industrial safety rules for the companies of knitted industry

1.1. These Rules extend to all subjects of managing (further - the companies) irrespective of their subordination and patterns of ownership and to employees of these companies which are engaged in knitted production, designing, reconstruction, installation, adjustment.

Rules regulate safe performance of works and engineering procedures in knitted production.

Requirements of these Rules are obligatory for all workers participating in designing, construction and operation of the companies of knitted production for employers who organize safe work on production and control work on labor protection at the companies of knitted production.

1.2. At each company instructions for labor protection according to the Regulations on development of instructions for labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 29.01.98 of N 9, registered in Ministry of Justice of Ukraine 07.04.98 for N 226/2666 (NPAOP 0.00-4.15-98), acting at the company, and also the instruction about measures of fire safety according to Item 3.3 of the Fire safety regulations in Ukraine approved by the order of the Ministry of Emergency Situations of Ukraine of 19.10.2004 of N 126, registered in Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 shall be developed (further - NAPB A.01.001-2004).

1.3. Training and examination concerning labor protection of workers of knitted production shall is carried out according to the Provision approved at the company, and requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, registered in Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (NPAOP 0.00-4.12-05).

1.4. At each company the list of works with the increased danger according to the List of works with the increased danger approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, registered in Ministry of Justice of Ukraine 15.02.2005 for N 232/10512 shall be approved (NPAOP 0.00-8.24-05).

1.5. In operating time on electronic computers and personal computers it is necessary to observe requirements of Industrial safety rules during operation of the electronic computers approved by Gosnadzorokhrantrud's order of Ukraine of 10.02.99 of N 21, registered in Ministry of Justice of Ukraine 17.06.99 for N 382/3675 (NPAOP 0.00-1.31-99), the State health regulations and regulations of work with visual display terminals of the electronic computers approved by the resolution of the State health officer of Ukraine from 10.12.98 N 7 (DSANPIN 3.3.2.007-98).

1.6. Preliminary (during employment) and periodic (during labor activity) medical examinations of workers are performed at the scheduled time according to the resolution of the Cabinet of Ministers of Ukraine of 23.05.2001 N 559 "About approval of the list of professions, productions and the organizations which employees are subject to obligatory routine medical examinations, procedure for carrying out these surveys and issue of personal medical books".

1.7. For injury prevention, occupational diseases and accidents on production the employer shall create on each workplace, in each structural division of working condition, conforming to requirements of regulatory legal acts for labor protection. For this purpose it shall provide functioning of management system with labor protection, and the worker shall observe requirements of regulatory legal acts according to the Law of Ukraine "About labor protection".

1.8. At the companies, organizations, in the organizations, irrespective of pattern of ownership, type of economic activity, or their branches, representations, other separate divisions, and also with physical persons - entrepreneurs who according to the legislation use wage labor it is necessary to make investigations and to record accidents, occupational diseases and accidents according to requirements of the resolution of the Cabinet of Ministers of Ukraine of 25.08.2004 N 1112 "Some questions of investigation and accounting of accidents, occupational diseases and accidents on production".

2.1.1. The territory of the company and buildings located in it shall conform to requirements Construction Norms and Regulations "Master plans of the industrial enterprises" approved by the resolution of the State Committee for Construction of the USSR of 30.12.80 N 213 (Construction Norms and Regulations of II-89-80), Item 4.1 NAPB A.01.001-2004 and these Rules.
