About approval of Requirements to the organization and procedure for input of the NPP in operation

In pursuance of provisions of the Law of Ukraine "About use of nuclear energy and radiation safety" and for the purpose of enhancement of regulatory framework of Ukraine concerning regulation of safety in case of input of power units of the NPP in operation I ORDER:

1. Approve Requirements to the organization and procedure for input of the NPP in operation (further - Requirements) which are applied.

2. Recognize such which are not applied in the territory of Ukraine, "Rules of nuclear safety of nuclear power plants (PBYa-04-74)", approved by Gosatomnadzor of the USSR on December 31, 1974.

3. (Demchuk O. S.) in five-day time after signing of the order to provide to the head of department of assessment of nuclear and radiation safety its provision on state registration in the Ministry of Justice of Ukraine.

4. In a month after state registration of the order to provide to the state scientific and technological center on nuclear and radiation safety (Vasilchenko V. M.) replication of Requirements in necessary quantity.

5. To impose control over the implementation of this order on the deputy Predsedatelya-Glavnogo of the state inspector on nuclear safety of Ukraine Demyanenko A. I.

Requirements to the organization and procedure for input of the NPP in operation (NP 306.5.02/3.076-2003)

1. GENERAL PROVISIONS

1.1 Requirements to the organization and procedure for input of the NPP in operation (further - Requirements) are developed according to the Law of Ukraine "About use of nuclear energy and radiation safety", the Regulations on the State committee of nuclear regulation of Ukraine approved by the Presidential decree of Ukraine of 06.03.2001 of N 155, taking into account experience of input of the NPP in operation in Ukraine and the international experience stated in management on safety of IAEA N 50-SG-04 "Procedure for input of nuclear power plants in operation".

1.2 The regulatory legal act establishes general requirements to the program of input of the NPP in operation, the organization of works, procedure for carrying out testing, documentation, qualification and training of personnel when commissioning the NPP (the power unit of the NPP) with reactors on thermal neutrons like VVER.

1.3 This regulatory legal act is obligatory to execution by all legal entities and physical persons which perform the activities connected with input of the NPP in operation.

1.4 Activities concerning input of the NPP (the power unit of the NPP) in operation are performed based on the license which is provided to Gosatomregulirovaniya according to the Law of Ukraine "About allowing activities in the field of use of nuclear energy".

2. TERMS AND DETERMINATIONS

2.1 Terms and determinations which are applied in this document are used in such value:
