3. To the first deputy chairman of the State Customs Committee of Russia L. A. Lozbenko to exercise control of execution of this order.
4. Consider this order become effective from 01:01. 2004, except for Items 9 and 10 of the Instruction which are becoming effective after 90 days from the date of official publication.
