About approval of the Order of registration and removal from registration accounting in territorial authorities of the Pension Fund of the Russian Federation of the insurers making payments to physical persons

1. Approve the enclosed Order of registration and removals from registration accounting in territorial authorities of the Pension Fund of the Russian Federation of the insurers making payments to physical persons.

2. Recognize the resolution of Board of the Pension Fund of the Russian Federation of July 19, 2004 by N 97p "About approval of the Order of registration in territorial authorities of the Pension Fund of the Russian Federation of the insurers making payments to physical persons" (it is registered in the Ministry of Justice of the Russian Federation on August 24, 2004, N 5993) invalid.

Order of registration and removals from registration accounting of the insurers making payments to physical persons in territorial authorities of the Pension Fund of the Russian Federation

I. General provisions

1. The following persons making payments to physical persons are subject to registration as insurers on mandatory pension insurance:

legal entities (including, in the location of the separate divisions having separate balance, the settlement account and charging payments and other remunerations for benefit of physical persons) (daleeorganization);

the peasant farms performing activities in the form of the legal entity, tribal, family units of indigenous ethnic groups of the North;

physical persons, including individual entrepreneurs (including heads of peasant farms), the notaries who are engaged in private practice, the private detectives, lawyers, and the other persons who are engaged in private practice and not being individual entrepreneurs, signed the employment contracts with workers and also paying under agreements of civil nature of remuneration on which insurance premiums are in accordance with the legislation of the Russian Federation assessed (further - physical persons - employers).

2. Registration as insurers of the organizations is performed irrespective of availability at the time of registration of obligations on payment of insurance premiums for mandatory pension insurance.

3. Registration as insurers of tribal, family units of indigenous ethnic groups of the North and physical persons employers is performed in case of the conclusion by them employment contracts or agreements of civil nature which subject is performance of works and rendering services, and also author's contracts with physical persons.

4. Insurers are registered and struck off the registration register in territorial authorities of RPF.

5. In case of registration registration number of the insurer is assigned to the insurer.

Registration number of the insurer is created as the digital code consisting of the sequence of the figures characterizing from left to right the following:

code of basic department of the Pension Fund of the Russian Federation (XXX);

code of the area (city) (RRR);

sequence number of record about the insurer in territorial authority of RPF.

The registration number assigned to the insurer cannot be repeatedly assigned to other insurer, including after removal of the insurer from accounting in territorial authorities of RPF, and also in case of the death of the physical person.

To the insurers registered in territorial authorities of RPF before entry into force of this Procedure earlier assigned registration number remains.

6. Registration number is specified the insurer on the following documents submitted to territorial authority of RPF:

the documents necessary for conducting the individual (personified) accounting, and also for purpose (recalculation) and payment of obligatory insurance coverage according to Item 2 of article 14 of the Federal Law of December 15, 2001 N 167-FZ;

payment orders in the field "purpose of payment" according to Rules of specifying of information identifying payment in settlement documents on transfer of the taxes and fees and other payments in budget system of the Russian Federation administered by tax authorities (the appendix N 2 to the order of the Ministry of Finance of the Russian Federation of November 24, 2004 of N 106 N "About approval of Rules of specifying of information in fields of settlement documents on transfer of taxes, charges and other obligatory payments in budget system of the Russian Federation", it is registered in the Ministry of Justice of the Russian Federation on December 14, 2004 N 6187);

other documents submitted to territorial authorities of RPF in accordance with the legislation of the Russian Federation.

7. On each person registered as the insurer in territorial authority of RPF in the location of the insurer the observation case in which the documents which arrived concerning this insurer are filed is created.
