The Ministry of Internal Affairs of the Republic of Kazakhstan and the Ministry of Internal Affairs of the Azerbaijan Republic which further are referred to as with the Parties

- respecting sovereignty and independence of both states,

- attaching importance to development of international cooperation in the field of fight against crime and to ensuring reliable protection of the rights, freedoms and legitimate interests of citizens of both states,

- based on the principles and rules of international law, the international obligations and the legislation of the states,

- proceeding from the principles of equality and mutually beneficial cooperation, agreed as follows:

Article 1

1. The parties provide, within the competence, equal protection of the rights and personal freedoms, legitimate interests and property of citizens and legal entities of both states.

2. Free acceptance and consideration by law-enforcement bodies of statements and claims of citizens and legal entities of the state of other Party on the questions which are within their competence shall provide the parties.

Article 2

1. The parties perform cooperation in the following main directions:

a) fight against crimes against life, health, freedoms, advantages of citizens and property;

b) fight against terrorism, organized crime and gangsterism;

c) fight against illegal transactions against weapon, ammunition, explosive, toxic agents and radioactive materials;

d) fight against illicit trafficking in drugs and psychotropic substances;

e) fight against production and sale of counterfeit bank notes and financial records, securities and means of cashless payments;

e) fight against crimes in the field of economy;

g) fight against criminal infringement of cultural and historical values;

h) fight against crimes on transport;

i) search of criminals, persons absconding and vessels, departure of punishment, missing persons;
