based on provisions of the Agreement between the Government of the Russian Federation and the Government of the Republic of Lithuania about trade and economic relations of November 18, 1993,

in view of provisions of the European charter of local self-government of October 15, 1985 and the European framework convention on frontier cooperation between territorial communities and the authorities of May 21, 1980,

aiming at strengthening of neighborliness, mutual understanding, development of cooperation in trade and economic, cultural, humanitarian, educational, social, ecological areas and in the field of law and order,

agreed as follows:

Article 1

1. The parties will promote creating favorable conditions for development of long-term cooperation between regional and local authorities of the Kaliningrad region of the Russian Federation and the Republic of Lithuania within their competence determined by the legislation of each of the states.

2. Spheres of such cooperation are:

industry;

power;

transport, and also its infrastructure (transportations, including transit, road, railway, air and river transport, roads and the highway, sea and river ports);

rural and forestry;

trade in goods and services;

finance, insurance and banking;

communication (mail, telecommunications);

construction;

infrastructure of boundary transitions;

environmental protection;

fishery;

culture, science, education, cultural heritage;

tourism, recreation and sport;
