proceeding from the fact that the basic principle of placement of military forming of the Russian Federation in the territory of the Republic Georgia allows to ensure most effectively safety and defense capability of both states, the world and stability in the Caucasus

noting value of signing on February 3, 1994 in Tbilisi of the Contract between the Russian Federation and the Republic Georgia on friendship, neighborliness and cooperation,

confirming the commitment to the purposes and the principles of Articles of organization of the United Nations,

agreed about the following:

Article 1

For the purposes of this Agreement the applied terms mean:

1. "The Russian military base" - the complex system consisting from taken away by the Republic Georgia for use of the site (sites) of the territory by the Russian Federation with the limits which are accurately designated and approved between the Parties and with deployed on it (by them) military forming of the Russian Federation.

2. "Military forming of the Russian Federation" - connections and parts irrespective of types and types of military forces, and also the military companies, organizations and the organizations located on the Russian military bases in the territory of the Republic Georgia.

3. "Persons which are part of the Russian military bases":

a) the military personnel of the Russian Federation passing military service on the Russian military bases;
