The government of the Russian Federation and the Government of the Republic of Latvia, hereinafter referred to as "Contracting parties",

being guided by aspiration to further development of cooperation in the field of transport,

wishing to facilitate implementation of passenger and freight traffic between both countries, and also transit across their territories to the third countries,

agreed as follows:

Article 1

Contracting parties express the readiness to develop and deepen mutual economic and sci-tech cooperation in the field of all modes of transport.

Article 2

Each of Contracting Parties will provide in the territory, on the principles of reciprocity, favorable conditions for functioning of all modes of transport of other Contracting Party transporting passengers and loads between both countries and transit across their territories.

Article 3

Contracting parties will provide, in case of the conclusion of intergovernmental agreements about separate modes of transport, on the terms of reciprocity, the greatest possible release of carriers of both Contracting Parties transporting passengers and loads in the territory of other Contracting Party, and also the vehicles which are carrying out these transportations from taxes and the state charges connected with use or content of roads and other means of communication, ownership or use of vehicles, and also taxes and fees on the income and profit received from transportations.

Article 4

The procedure for the organization of transportation of goods and passengers railway, air, sea, river and road transport, and also loads will be performed by pipeline transport between both countries and transit across their territories on the basis of the special agreements signed by competent authorities of Contracting Parties.
