The Ministry of Foreign Affairs of the Russian Federation and the Ministry of Foreign Affairs of Ukraine, hereinafter referred to as "Parties",

proceeding from desire to promote strengthening of cooperation and safety in Europe according to Articles of organization of the United Nations, the Final act of the Organization for Security and Co-operation in Europe, the Parisian charter for new Europe, other documents of Organization for Security and Cooperation in Europe,

considering community of culture of the Russian and Ukrainian people the bonds which historically developed between them,

including useful practice of regular consultations and exchange of opinions on international issues and questions of bilateral cooperation which are of mutual interest,

agreed as follows:

Article 1

The parties will hold consultations concerning the Russian-Ukrainian relations, development of bilateral cooperation in the field of policy, economy, scientific and technical bonds, ecology, humanitarian cooperation and culture, and also on the questions connected with ethnic minorities.

Article 2

The parties will hold consultations and to cooperate on international issues which are of mutual interest, to coordinate in necessary cases the line items for implementation of coordinated actions. These consultations and cooperation, in particular, will cover the following questions:

strengthening of the world, stability and trust in Europe for the purpose of construction of democratic, peace and single Europe;

development of contacts and cooperation with the European and other international organizations;

activities within the Commonwealth of Independent States;

cooperation in the humanitarian sphere and in the field of human rights, and also respect and protection of the rights of ethnic minorities;

complex of legal and consular issues, including questions of nationality;

development international economic and sci-tech cooperation, and also cooperation in the field of ecology;
