1. This Federal Law for the purpose of ensuring realization of guarantees of local self-government according to the Constitution of the Russian Federation and legal acts of the Russian Federation establishes procedure for determination of the territories and borders of municipalities in the territories of the Republic of Ingushetia and Chechen Republic, procedure for forming of local government bodies and execution by local government bodies of again formed municipalities of powers according to the solution of questions of local value.
2. In the part which is not settled by this Federal Law provisions of the Federal Law of October 6, 2003 N 131-FZ "About the general principles of the organization of local self-government in the Russian Federation" are applied (further - the Federal Law "About the General Principles of the Organization of Local Self-government in the Russian Federation").
3. From the date of entry into force of this Federal Law till January 1, 2010 in the territories of the Republic of Ingushetia and Chechen Republic the transition period is established.

For the purpose of the organization of local self-government in the Republic of Ingushetia and the Chechen Republic public authorities of the Republic of Ingushetia and public authorities of the Chechen Republic respectively the laws of the Republic of Ingushetia and Chechen Republic till March 1, 2009:
