According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Safety rules of work in holding time of special transport and means of mechanization at the airports of civil aviation (further - Rules) (are applied).

2. Consider the "Safety requirements of work in services of special transport of airlines and motor transport services of the organizations of civil aviation" approved by the Ministry of civil aviation of the USSR 04.07. 84, not applied in the territory of Ukraine.

3. To the manager of the sector of the organization of the state supervision of industrial safety and labor protection in mechanical engineering, on transport and in communication to Buryak P. I. in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To the head of department of normative and legal and legal providing Prokhorov V. V. to enter this order in the State register of regulatory legal acts concerning labor protection.

5. To the assistant department head of personnel, clerical work and special work Kravtsu V. Yu. provide publication of the order in mass media.

Safety rules of work in holding time of special transport and means of mechanization at the airports of civil aviation

I. General provisions

1. These Rules extend to subjects of managing (further - the companies) who perform activities for servicing of the aircraft land equipment for accomplishment of the land transport services necessary for aviation activities and maintenance of the airport in operational condition.

2. These Rules establish safety requirements during work on operation, maintenance and repair of the land vehicles intended for servicing of the aircraft equipment, airborne transportations and content of airfields.

3. At the company instructions for labor protection according to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 are developed (further - NPAOP 0.00-4.15-98).

4. Training and examination concerning labor protection, and also the organization of briefings for labor protection are performed according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N 231/10511 (further - NPAOP 0.00-4.12-05).

5. The admission of persons up to 18 years, and also women to performance of works on servicing of the aircraft land equipment is established by the List of hard work and works with harmful and dangerous working conditions on which application of work of minors is forbidden, the approved order of the Ministry of Health of Ukraine of 31.03.94 of N 46, registered in the Ministry of Justice of Ukraine 28.07.94 for N 176/385, and the List of hard work and works with harmful and dangerous working conditions on which application of work of women, by the approved order of the Ministry of Health of Ukraine of N 256, registered in the Ministry of Justice of Ukraine 30.03.94 for N 51/260 is forbidden of 29.12.93.

6. The workers occupied on hard work, works with harmful or dangerous working conditions or such which are determined by the List of works where there is need for professional selection, the approved order of the Ministry of Health of Ukraine and the State committee of Ukraine on supervision of labor protection of 23.09.94 N 263/121, registered in the Ministry of Justice of Ukraine 25.01.95 for N 18/554, during employment and during labor activity shall have medical examinations according to the Procedure for performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 of N 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for N 846/14113.

For determination of capability of drivers to safe control of vehicles medical examinations according to requirements of the Regulations on medical examination of candidates for drivers and transport drivers approved by the order of the Ministry of Health of Ukraine and the Ministry of Internal Affairs of Ukraine of 05.06.2000 N 124/345, registered in the Ministry of Justice of Ukraine 18.07.2000 for N 435/4656 are performed.

7. For the purpose of the organization of labor safety and effective control behind work working schedules of drivers taking into account regulations of working hours and time of rest according to requirements of the Regulations on working hours and time of the rest of drivers of vehicles approved by the order of the Ministry of transport of Ukraine of 17.01.2002 of N 18, registered in the Ministry of Justice of Ukraine 04.02.2002 for N 97/6385 are constituted.

8. The workers occupied at works with harmful and dangerous working conditions, and also the works connected with pollution or adverse weather conditions shall be provided with individual protection equipment according to requirements of the Regulations on procedure for the providing workers with special clothes, special footwear and other individual protection equipment approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 24.03.2008 of N 53, registered in the Ministry of Justice of Ukraine 21.05.2008 for N 446/15137.

9. Concerning fire safety it is necessary to be guided by requirements of the Fire safety regulations in Ukraine approved by the order of the Ministry of Ukraine concerning emergency situations of 19.10.2004 of N 126, registered in the Ministry of Justice of Ukraine 04.11.2004 for N 1410/10009 (further - NAPB A.01.001-2004), GOST 12.1.004-91 "SSBT. Fire safety. General requirements" and other regulatory legal acts concerning fire safety in Ukraine.

III. Safety requirements to the territory, buildings, constructions and rooms

1. General requirements

1. Buildings, constructions, the territory of the company shall conform to requirements Construction Norms and Regulations of II-89-80 "Master plans of industrial enterprises", Construction Norms and Regulations 2.05.08-85 "Airfields", the State health regulations of planning and building of the settlements approved by the order of the Ministry of Health of Ukraine of 19.06.96 of N 173, registered in the Ministry of Justice of Ukraine 24.07.96 for N 379/1404 (further - N 173-96) chipboard.

2. The territory of the company, and also the building, construction, the room shall be equipped with the corresponding signs of safety according to GOST 12.4.026-76 "SSBT. Noise levels in the territory of the company, in rooms shall conform to requirements of Sanitary standards of production noise, ultrasounds and infrasound approved by the resolution of the Chief state health officer of Ukraine of 01.12.99 N 37 (далееДСН 3.3.6.037-99), GOST 12.1.003-83 "SSBT.
