About the Development program of system of emergency situations and civil defense of the Republic of Tajikistan for 2009-2014
According to article 13 of the Constitutional law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" and for the purpose of determination of the priority directions of development of system of emergency situations and civil defense and ensuring its sustainable development in the long term the Government of the Republic of Tajikistan decides:
1. Approve the enclosed Development program of system of emergency situations and civil defense of the Republic of Tajikistan for 2009 2014.
2. To the Ministry of economic development and trade of the Republic of Tajikistan, the Ministry of Finance, the Republic of Tajikistan, to executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas in case of development, forecasts of social and economic development for short-term and medium-term perspectives of drafts of republican and local budgets to take the parameters provided by this Program into account.
3. To committee on emergency situations and civil defense under the Government of the Republic of Tajikistan together with the ministries and departments, executive bodies of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, the cities and areas for the purpose of attraction of internal and foreign investments for implementation of the Program in accordance with the established procedure to prepare and submit to the Government of the Republic of Tajikistan the necessary design estimates and investment projects.
4. To committee on emergency situations and civil defense under the Government of the Republic of Tajikistan to take under strict control the course of accomplishment of the Development program of system of emergency situations and civil defense of the Republic of Tajikistan for 2009-2014 and annually till March 1 to provide information in the Government of the Republic of Tajikistan on the course of accomplishment of this resolution.

In the activities this industry is guided by the Constitution of the Republic of Tajikistan, the laws of the Republic of Tajikistan, decisions of Majlisi Oli of the Republic of Tajikistan, Presidential decrees of the Republic of Tajikistan, the orders of the Government of the Republic of Tajikistan, international legal acts recognized by the Republic of Tajikistan and Provisions of Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan and interacts with other central authorities, local executive bodies of the government, public, associations and other organizations.
The main goal of industry is ensuring protection of the population, objects of economy and the territory of the Republic of Tajikistan from effects of emergency situations peace and wartime, the organization of training of the population, providing and reduction in permanent readiness managing bodies, forces and means of system of emergency situation and civil defense of the state the comprehensive analysis, information collection and its exchange on emergency situations of natural and technogenic nature, the prevention of emergency situations and their effects, control and coordination of work on delivery to affected population from emergency situations of the humanitarian assistance and control of their target use, distribution and expenditure, delivery of the humanitarian assistance to affected population from emergency situations.
Bodies of the local government on places, the companies, organizations and other organizations irrespective of patterns of ownership and subordination, officials and the population of the Republic of Tajikistan in case of the solution of questions shall interact closely with emergency and GO under the government of the Republic of Tajikistan and headquarters on emergency and GO in areas, the cities and areas.

- enhancement of the state management system and rapid response to crisis emergencies;
- enhancement of bases of the organization of forces of GO and means of mitigation of consequences of emergency;
- organization of Control center of crisis situations;
- development and improvement of single state system of the prevention and mitigation of consequences of emergency;
- the organization of training of the commanding structure and training of the population in the field of forecasting of mitigation of consequences of emergency;
- implementation of system of compulsory insurance and the civil responsibility when causing damage during use of dangerous objects;
- coordination and interaction of organizational and technical material and financial and information reserves of bodies of the state and executive authority of the Republic of Tajikistan in case of the solution of questions decrease in risks of emergency
Improvement of quality of accommodation of the population by decrease in threat of emergency of natural and technogenic nature, increase in necessary degree of safety and protection of especially important objects against dangerous factors of natural and technogenic nature, the organization of strengthening of development of social living, economic conditions of the country;
- implementation of effective economic actions at the expense of means of the government budget, reduction of material damage, and also reducing death toll and victims;
As a result of program implementation from means of the republican budget the following indicators are planned:
- reduction of damage of emergency (in comparison with indicators of 2007 in percentage terms);
- reduction of number of human losses - from 7 to 9;
- reduction of quantity of affected population from 4 to 6;
- reduction of the size of economic damage from 5-7.
Increase in efficiency of information support and the notification about emergency, (in comparison with indicators of 2007 in percentage terms):
- complete increase in monitoring - from 6 to 8,
- increase in reality of preventions - from 10 to 12,
- increase in efficiency of economy for actions for the notification about emergency by achievement of desirable quantity of ekonomiya for actions for reduction of risk of emergency and the extent of damage of liquidation of 1-10.
Consolidation of financial resources of the republican budget and local budgets of the areas of the Republic of Tajikistan leads to improvement of the following indicators of the program:
- reduction of damage from emergency (in comparison with indicators of 2007 in percentage):
- reduction of number of the victims - 11;
- reduction of quantity of affected population - 7;
- reduction of economic damage - 9.
Increases in efficiency, information support, monitoring system and the prevention of emergency (in comparison with indicators of 2007 in percentage terms):
- complete increase in monitoring - 10;
- increase in validity of preventions - 14;
- increase in efficiency of economy for actions for prevention of emergency by achievement of desirable number of economy for actions of reduction of risk of emergency and the extent of damage of their liquidation of 1-12.
The program is implemented within 6 years in 2 stages:
- First of all (2009-2011) implementation of scientifically research, experienced and rationalization actions, research and certification of the territories and objects;
- The analysis perspective development and implementation of actions on increase in level of protection of objects and especially important objects:

- Systematization and further developments of regulatory, legal and technical base, emergency threat reduction;

The program is performed by the government of the Republic of Tajikistan and the international organizations.
In total in 2009-2014 from means:
- republican budget of 43 million 560 thousand somoni;
- international investments of 16 million 50 thousand dollars;
- from means of local budgets (within implementation of zone programs of reduction of danger, material damage from emergency of natural and technogenic nature on coordination with Committee on emergency).
