1. General provisions

1.1. These rules are developed on the basis of Articles 166 and 176 of the Customs code of the Azerbaijan Republic, other legal acts on customs affairs of the Azerbaijan Republic for the purpose of simplification of procedures of movement by physical persons through customs border of the Azerbaijan Republic of the goods which are not provided for production and commercial purposes with enhancement of customs clearance, for increase in handling capacity of customs clearance stations.

1.2. In these rules the following main terms are used:

* goods - any personal estate, including currency, currency values and vehicles (except for the means used for international carriages of passengers and goods, including containers and other transport equipment);

* physical resident persons are the physical persons having the permanent residence in the Azerbaijan Republic, including temporarily staying outside the Azerbaijan Republic;

* physical nonresident persons are the physical persons having the permanent residence outside the Azerbaijan Republic, including temporarily staying in the Azerbaijan Republic;

* customs clearance - the procedure of placement of goods and vehicles under certain customs regime according to provisions and requirements of the Customs code and completion of action of this mode;
