About some questions of realization and conversion of rawhide

For the purpose of growth in volumes of the rawhide involved in economic circulation, its conversions, and also protection of the domestic market of producers of semifinished products and final tanning goods:

1. Establish export ban for a period of 9 months:

raw skins (codes 4101-4103 of the Commodity nomenclature of foreign economic activity of the Republic of Belarus);

since January 1, 2009 tannages, except tanning crust, made from domestic rawhide (codes 4104-4106 of the Commodity nomenclature of foreign economic activity of the Republic of Belarus);

since January 1, 2010 the tanning crust made from domestic rawhide (codes 4104-4106 of the Commodity nomenclature of foreign economic activity of the Republic of Belarus).

2. Prohibit:

to the meat-processing organizations and the organizations of consumer cooperation to perform rawhide sale to the individual entrepreneurs, and also to the organizations who are not the organizatsiyamiizgotovitel of tanning goods having the certificates of self-produced products issued in accordance with the established procedure on the specified goods;

conversion of domestic rawhide on conditions to be provided, except the rawhide transferred for conversion by the meat-processing organizations and organizations of consumer cooperation for development of semifinished products and final tanning goods with their subsequent realization by the specified organizations to export.

3. Occupation attracts with the activities prohibited according to Item 2 of this Decree the responsibility provided by the Code of the Republic of Belarus about administrative offenses for occupation the prohibited types of activity.

4. To the Ministry of Foreign Affairs report about introduction of this Decree of prohibition provided in Item 1 to the governments of the State Parties of agreements on the Customs union and if necessary to hold consultations with them.
