recognizing economic and scientific and technical feasibility of ensuring unity of measurements of time and frequency and determination of parameters of rotation of Earth in the State Parties of this agreement and considering important applied value of results of these measurements for navigation, metrology, communication, television, transport, geodesy, cartography, geodynamics, monitoring of natural resources, the forecast of earthquakes and technogenic catastrophes and coordinate and time providing,

relying on the available infrastructure of time service and frequency and determination of parameters of rotation of Earth,

in view of the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992,

agreed as follows:

Article 1

Contracting parties on the basis of the opportunities which are available for them perform cooperation in the field of measurements of time and frequency, parameters of rotation of Earth in the following directions:

determination, reproduction and storage of the sizes of units of time, frequency and time scales on the basis of the existing reference base;

carrying out scientific research on creation of new standards and measuring instruments, development and deployment of more exact methods of checking of standards of time and frequency and on application time - frequency methods of measurements;

mutual checkings of time scales of Contracting Parties, and also with the international time scale;

ensuring signaling of time and frequency, and also other necessary information on the approved programs by means of radio engineering and other means of communication of Contracting Parties;

implementation of metrological control of correctness of signaling of time and frequency via national means of communication and navigation systems, including satellite;

determination of parameters of rotation of Earth the means which are available for Contracting Parties;
