About mutual recognition of visas of the State Parties of the Commonwealth of Independent States

The governments of the State Parties of the Commonwealth of Independent States which signed this agreement, hereinafter referred to as with the Parties

being guided by desire to develop friendly good-neighbourhood and to promote mutual safety,

considering necessary to create optimal conditions for entrance, movement and departure of citizens of the third states and stateless persons which are hereinafter referred to as by foreign citizens in their territories,

recognizing that one of effective remedies of achievement of these is more whole the cooperation and operational interaction of consular services of the states of the Commonwealth is,

agreed as follows:

Article 1

Each Party recognizes the entrance, exit and transit visas issued to foreign citizens by competent authorities of the Parties. The specified visas issued by one of the Parties for entrance on its territory, stay and departure grant the right to their owners freely to follow en route through the territories of other Parties to the destination or Item of departure to the third country.

Article 2

The procedure for stay and movement of the foreign citizens who are temporarily in the territory of the Parties including for the purpose of transit, is determined by competent authorities of the Parties with compliance with the national legal system of these Parties.

Each of the Parties has the right to independently determine procedure for transit of foreign citizens through the territory, to temporarily limit or stop transit of foreign citizens, having beforehand informed other Parties on the made decisions.

Article 3

The parties not issue visas to foreign citizens to whom in the procedure established by the national legal system entrance on the territory of one of the Parties is closed.
