The protocol on the status of Groups of military observers and Collective forces on peacekeeping in the Commonwealth of Independent States

of May 15, 1992

State Parties of the this Protocol,

aiming to take necessary measures for the purpose of implementation of provisions of the Agreement on Groups of military observers and collective forces on peacekeeping signed in Kiev on March 20, 1992 in the Commonwealth of Independent States (further referred to as "Agreement") and, in particular, article 7 of this Agreement,

being effective in strict compliance with the obligations on Articles of organization of the United Nations,

considering positive experiment and the fundamental principles of carrying out transactions of the UN on peacekeeping in the maximum degree,

agreed as follows:

Article 1

Groups of military observers and Collective forces on peacekeeping (further referred to as "Group on peacekeeping") are created temporarily according to the decision of Council of heads of states and can be entered into the area of the conflict only after achievement of Cease-Fire Agreements or truce.

The group on peacekeeping is not involved in fighting and does not use weapon, except as specified self-defenses and reflections of attempts of violent discharge from accomplishment of the functions.

The group on peacekeeping abstains from any actions not compatible to impartial and neutral nature of their obligations or contradicting spirit of the this Protocol.

The group on peacekeeping and her members observe all local laws. The commander Gruppoy takes all proper measures for ensuring compliance with these obligations.

Article 2

The government of the state in the territory of which the Group on peacekeeping accommodates (further the referred to as "Government of the host state") recognizes the right of Group to hoist its colors * over the headquarters, other rooms in places of dislocation, and also on land and water vehicles and in other cases according to the order of the Commander.

Land, water and air vehicles of Group on peacekeeping have identification marks which are reported to the Government of the host state.
