The protocol on temporary procedure for forming and involvement of Groups of military observers and Collective forces on peacekeeping in zones of the conflicts between the states and in the State Parties of the Commonwealth of Independent States

State Parties of the this Protocol,

understanding need of advance practical measures on forming and involvement of Groups of military observers and Collective forces on peacekeeping of the State Parties of the Commonwealth (which are referred to as further "Group on peacekeeping") for timely and effective response to possible armed conflicts between the states and in the states of the Commonwealth,

confirming the commitment to the purposes and the principles of the Charter of the UN and fundamental documents of CSCE,

considering positive experiment and the fundamental principles of carrying out transactions of the UN on peacekeeping in the maximum degree,

being effective in pursuance of provisions of the Agreement on Groups of military observers and Collective forces on peacekeeping signed in Kiev on March 20, 1992 in the Commonwealth of Independent States,

being guided signed in Tashkent on May 15, 1992 by the Protocol on the status of Groups of military observers and Collective forces on peacekeeping in the Commonwealth of Independent States, and also the Protocol on completing, structure, material and financial provision of Group of military observers and Collective forces on peacekeeping in the Commonwealth of Independent States,

aiming to make practical contribution to preserving the civil world and interethnic concord, to promote approval within the Commonwealth of situation of the world, stability, trust and not to allow escalation of the conflicts attracting the human victims and material destructions

agreed as follows:

Article 1

The basic political decision on carrying out transaction with use of Groups on peacekeeping is made by Council of Heads of states of the Commonwealth consensus on the basis of the address of one or several state members of the Commonwealth and with the consent of all conflicting parties.

On carrying out such transaction Council of Heads of states of the Commonwealth without delay informs on the made decision the UN Security Council and the acting chairman of CSCE.
