Being guided by the principle of humanity, according to article 92 of the Constitution of Ukraine, provisions of the Criminal code of Ukraine and the Law of Ukraine "About application of amnesty in Ukraine" and in connection with the 60th anniversary of declaration of the General declaration of human rights the Verkhovna Rada of Ukraine decides:

Article 1. Exempt from custodial sanction for certain term and from other punishments which are not connected with imprisonment, condemned for deliberate crimes which are not heavy or especially heavy according to article 12 of the Criminal code of Ukraine, and for the crimes committed on imprudence which are not especially heavy according to article 12 of the Criminal code of Ukraine:

a) persons who at the time of crime execution were minors;

b) women, pregnant women on the date of entry into force of this Law;

c) persons which are not deprived of the parent rights which on the date of entry into force of this Law have children to whom 18 years, or handicapped children irrespective of their age were not performed;

d) persons who on the date of entry into force of this Law are in accordance with the established procedure acknowledged disabled people of the first, second or third group and also patients with active form of tuberculosis (dispensary categories 1, of 2, of 3, of 4), oncological diseases (III, IV stages on the international classification of TNM), AIDS (III, IV clinical stages according to the WHO classification) and other serious illnesses which interfere with serving sentence and fall under determination of the List of the diseases which are the basis for provision in courts of materials about release of convicts from the further serving sentence approved by the order of State department of Ukraine concerning execution of punishments and the Ministry of Health of Ukraine No. 3/6 of January 18, 2000;
