wishing to determine procedure for use by aircraft of the Armed Forces of the Russian Federation of airspace for basing of aircraft of the Armed Forces of the Russian Federation in the territory of the Republic of Latvia,

agreed as follows.

Article 1

Planning, accomplishment and control of flights of aircraft of the Armed Forces of the Russian Federation in airspace of the Republic of Latvia is exercised according to the legislation of the Republic of Latvia and this agreement, and depending on the place and the purpose of flights, in coordination with the Latvian Side, according to regulations of the Russian Federation.

Article 2

The parties will provide implementation of flights of the aircraft of the Armed Forces of the Russian Federation deployed in the territory of the Republic of Latvia in compliance:

a) with monthly scheduled plans of distribution of flight days and nights;

b) with daily consolidating plans of flights and flights.

Monthly scheduled plans no later than the 25th day of prior month, and daily consolidating plans of flights and flights - in the day preceding day of flights are approved by authorized bodies of the Parties and no later than 19 hours of local time are represented (in duplicate) to the State company of the Republic of Latvia for use of airspace and the organization of air traffic "Latviyas Gaysa Satiksme" (further hereinafter is referred to as - the State company "Latviyas Гайса Satiksm").

The copy of the daily consolidating plan of flights and flights modified and approved by authorized bodies of the Latvian Side is transferred to authorized body of the Russian Side till 22 o'clock local time of the day preceding the planned flights.
