aiming to develop mutually beneficial cooperation in the field of communication, to provide smooth functioning of networks and means of electric and mail service in both states, and also to enhance legal regulation in this sphere,
agreed as follows:
The parties will build the relations in the field of communication according to the commonly accepted regulations and the principles of international law, provisions of Acts of Universal Postal Union and recommendations of International union of telecommunication.
The questions which are not settled by this agreement, and also international agreements which participants are both Parties can be solved according to the legislation of each of the Parties.
The parties provide free acceptance, processing, transportation and delivery to addressees of all sent mailings in the territories, and also provide mutual services in distribution of the periodicals registered in accordance with the established procedure.
The procedure for exchange between Russia and Latvia of postal orders and implementation of mutual calculations of cash liquidity is determined by the free standing agreement.
The parties guarantee implementation of transit through the territories of all types of electric communication, mailings and special communication, transfer of TV schedules and broadcasting according to the agreements signed by the Parties or their relevant departments.
The parties will give each other technical and organizational assistance in transfer of national radio - and television programs and distribution of periodicals of other Party on subscription and at retail in the territory of the state in the amounts established by agreements between the Parties or their relevant departments.
