The government of the Russian Federation and the Government of Ukraine which below are referred to as with the Parties

being guided by the friendship existing between both countries, and interests of further expansion and deepening of cooperation in the field of nuclear power

proceeding from the Agreement between the State Parties of the Commonwealth of Independent States on the basic principles of cooperation in the field of atomic energy,

confirming commitment of both Parties to strengthening of non-proliferation regime of nuclear weapon on the basis of the Nuclear Non-Proliferation Treaty of July 1, 1968,

in view of the Statement of the Supreme Council of Ukraine for the nuclear-free status of Ukraine of October 24, 1991, intention of Ukraine to join the Nuclear Non-Proliferation Treaty as the non-nuclear state and to sign the corresponding safeguards agreement with International Atomic Energy Agency (MAGATE),

considering what already during the transition period necessary for completion of all procedures for accession of Ukraine to the Nuclear Non-Proliferation Treaty, IAEA started implementation of technical visits and activities for check in the territory of Ukraine with use of procedures, similar subjects which the Agency applies according to the safeguards agreements signed with the State Parties of the Nuclear Non-Proliferation Treaty

noting that use of nuclear power assists in the peace purposes to all-round development of economy and growth of welfare of people, and also promotes implementation of the latest scientific and technical developments and advanced technologies and allows to keep natural resources of organic fuel,

being guided in the practical activities by the laws of the Russian Federation and Ukraine,

understanding responsibility to the people and the international community for ensuring safe operation of objects of nuclear power,

agreed as follows:
