About approval of the Instruction about procedure for reception of citizens of the Republic of Belarus on military service under the contract in Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus

1. Approve the enclosed Instruction about procedure for reception of citizens of the Republic of Belarus on military service under the contract in Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus.

the resolution of the Ministry of Defence of the Republic of Belarus of November 3, 2003 No. 62 "About the organization and carrying out selection of citizens for revenues to military service under the contract" (The national register of legal acts of the Republic of Belarus, 2003, No. 129, 8/10207);
subitem 1.1 of Item 1 of the resolution of the Ministry of Defence of the Republic of Belarus of October 30, 2006 No. 49 "About entering of amendments and changes into some resolutions of the Ministry of Defence of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2006, No. 206, 8/15453);
the resolution of the Ministry of Defence of the Republic of Belarus of October 30, 2007 No. 75 "About modification and amendments in the resolution of the Ministry of Defence of the Republic of Belarus of November 3, 2003 No. 62" (The national register of legal acts of the Republic of Belarus, 2007, No. 279, 8/17433).

1. The instruction about procedure for reception of citizens of the Republic of Belarus on military service under the contract in Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus (further - the Instruction) is developed based on the Law of the Republic of Belarus of November 5, 1992 "About conscription and military service" in edition of the Law of the Republic of Belarus of July 22, 2003 (Vyarkho¸naga Savet's Vedamastsi of Respubliki Belarus, 1992, No. 29, Art. 501; The National register of legal acts of the Republic of Belarus, 2003, No. 85, 2/976) and Regulations on procedure for the passing of military service approved by the Presidential decree of the Republic of Belarus of April 25, 2005 No. 186 (The national register of legal acts of the Republic of Belarus, 2005, No. 69, 1/6402).
2. This Instruction determines procedure for reception of citizens of the Republic of Belarus (further - citizens) on military service by the contract in Armed Forces of the Republic of Belarus and transport troops of the Republic of Belarus (further - military service under the contract).
3. Reception of citizens on military service under the contract includes:
carrying out selection of citizens for revenues to military service under the contract (further - selection);
determination of compliance of the citizens enlisting under the contract (further - candidates), to the requirements established for passing of military service (further - the established requirements);
the conclusion with the candidate of the contract on passing of military service (further - the contract) and appointment it to military position (daleedolzhnost).
4. The right of reception of citizens to military service under the contract is granted:
to positions for which military ranks of officers are provided (further - positions of officers) - to the Minister of Defence of the Republic of Belarus (except for positions, appointment to which is performed by the President of the Republic of Belarus);
to positions for which military ranks of ensigns are provided (further - positions of ensigns), - to the Minister of Defence of the Republic of Belarus, commanders of types and forces of special transactions of Armed Forces of the Republic of Belarus (further - Armed Forces), to the head of the department of transport service of the Ministry of Defence of the Republic of Belarus (further - the Ministry of Defence), the top military commander of operational (operational and tactical) commands;
to positions for which military ranks of soldiers and sergeants are provided (further - positions of soldiers and sergeants), - to commanders of types and forces of special transactions of Armed Forces, the head of the department of transport service of the Ministry of Defence, top military commanders of operational (operational and tactical) commands, commanders of connections, military units of Armed Forces and transport troops, chiefs of military educational institutions, heads of the organizations of Armed Forces, military commissioners of military commissariats (daleevoinsky parts).
5. Carrying out selection - complex of actions for determination of the need for candidates and to involvement of the citizens having required specialties (military specialty (further - VUS)), for passing of military service under the contract.
Work on selection will be organized and carried out in military units among the citizens including passing military service.
Actions for carrying out selection join in the plan of preparation of military unit for year.
6. Need of candidates for passing of military service under the contract on positions of soldiers and sergeants is determined in quantitative expression by positions and VUS.
For determination of requirement it is established:
what military units (divisions) are subject to completing by partial or complete substitution of positions of soldiers and sergeants by the military personnel passing military service under the contract;
required ratio of number of the soldiers and sergeants passing military service under the contract to the number of staff of soldiers and sergeants on positions and VUS in military units (divisions) completed by partial substitution of positions of soldiers and sergeants by the military personnel passing military service under the contract.
