About narcological service and control

This Law establishes and regulates measures in the field of narcological service and control for the purpose of prevention of narcological diseases and the negative medical and social effects, and also damnification cases generated by them to subject these diseases and persons which are around them.

Section I. General provisions

Article 1. Basic concepts

1.0. In this Law the following concepts are used:

1.0.1. narcological service - set medical (the narcological help) and the social measures directed to prevention of the facts of abuse of the substances influencing mentality of the person, and also narcological diseases;

1.0.2. narcological control - set of the administrative and preventive measures directed to prevention of the facts of abuse of the substances influencing mentality of the person, and also narcological diseases;

1.0.3. the narcological help - the medical measures directed to assessment of the state of health, psychological state and treatment of narcological patients, including persons abusing the substances influencing mentality of the person, and also the subsequent observation of the state of health of these persons;

1.0.4. the narcological patient - person who is in condition of the developed dependence owing to abuse of the substances influencing mentality of the person, or person at whom disorder of consciousness including frustration of mentality and behavior concerning which in established by the legislation procedure the diagnosis of alcoholism, drug addiction or toxicomania is appointed is observed;

1.0.5. the substances influencing mentality of the person, - substances, the upsetting consciousness, behavior of the person able to cause mental and (or) physical dependence (alcoholic drinks, drugs and psychotropic substances, and also other substances and means making the stupefying impact);

1.0.6. alcoholism - the disease state which resulted from abuse of alcoholic drinks and causing chronic intoxication, expressed in mental and (or) physical dependence on alcoholic drinks, and also other negative medico-social effects;
