Approximate regulations on quarter committees of municipalities

1. According to article 31 of the Law of the Azerbaijan Republic "About the status of municipalities" quarter committees of municipalities (further - "quarter committees") are the voluntary associations created by citizens on the initiative of the residence for the purpose of rendering to them the help in the solution of the questions carried to competences of municipalities.

2. The quarter committee is created by the territorial principle. The territory of functioning of quarter committee is established within the certain house or several houses (quarter).

3. The quarter committee is elected at meeting of the inhabitants living in the territory of functioning of this committee as a part of 5-11 members by open voting for a period of two years. The meeting is competent with the assistance of at least 15 percent of the citizens living in the territory of functioning of committee and having the vote right. At this meeting the chairman, the vice-chairman and the secretary of quarter committee are elected.

In structure of quarter committee the citizens who are living in this territory and reached 18-year age are elected. Persons who collected more than a half of votes of participants of the meeting of citizens are considered as the elected to structure of this committee.
