The government of Ukraine and the Government of the Republic of Uzbekistan that further hereinafter are referred to as as "Parties",

recognizing illegal criminal repressive acts against individuals, ethnic minorities and the people which underwent to forced relocation,

realizing political, legal moral value of problem of recovery of historical justice concerning the deported persons, ethnic minorities and the people,

aiming to create favorable conditions for the complex consecutive problem resolution of voluntary organized return of the deported persons, ethnic minorities of the people to places of their accommodation at the time of deportation and new arrangement,

being guided by the Agreement on the questions connected with the recovery of the rights of the deported persons, ethnic minorities and the people signed by heads of the State Parties of the Commonwealth of Independent States on October 9, 1992

agreed about the following:

Article 1

Operation of this Agreement extends to people who in the years of repressions on illegal decisions of state bodies of the former USSR were is groundless are charged and compulsorily moved from the territory of the Ukrainian SSR and Crimean by the ASSR and showed willingness to return to Ukraine to the places of residence at the time of deportation.

The parties, leaving legitimate right of the deported persons for voluntary return to Ukraine, consider that the decision on it return is question of their free choice.

Article 2

The parties provide to the deported persons who voluntarily return to Ukraine, or remain in the Republic of Uzbekistan equal with citizens who constantly live in their territories, the political, economic, social rights and conditions for national, cultural and spiritual development.

In case of implementation of provisions of this agreement the rights and legitimate interests of citizens who live in the corresponding territories of Ukraine shall not be touched.
