Ukraine and the Republic of Uzbekistan which hereinafter are referred to as further as the Parties,

- confirming the obligations in accomplishment of provisions of Articles of organization of the United Nations, and also commitment to observance of international standards in the field of the human rights affirmed in the General declaration of human rights, International covenants on human rights and other fundamental documents of the UN

- following provisions of the Helsinki Final act and other documents of the Organization for Security and Co-operation in Europe,

- aiming to provide necessary conditions for rapprochement of their people, expansions of contacts between the citizens both on individual basis, and through the state, public and other organizations,

- proceeding from the fact that in their territories ethnic minorities live, making useful contribution to growth in prosperity, cultural and humanitarian development of the Parties,

- recognizing mutual respect and assistance to providing the rights of ethnic minorities as integral part of the conventional human rights is essential factor of development of the friendly relations and cooperation between the Parties,

- being guided by the Contract on bases of the interstate relations, friendship and cooperation between Ukraine and the Republic of Uzbekistan of August 25, 1992,

agreed about it:

Article 1

For goal achievement of this Agreement under ethnic minorities (minorities hereinafter are referred to as further) mean respectively:

- groups of citizens of Ukraine which are Uzbeks on nationality and show feeling of national consciousness and community with aboriginal population of Uzbekistan;

- groups of citizens of Uzbekistan which are Ukrainians on nationality show feeling of national consciousness and community with aboriginal population of Ukraine.
