About the Strategy of economic development of the Commonwealth of Independent States for the period till 2020

The Council of Heads of Government of the Commonwealth of Independent States solved:

1. Approve the Strategy of economic development of the Commonwealth of Independent States for the period till 2020 it (is applied).

2. To CIS Economic Council, the Working group on development of the project to develop Strategies of economic development of the Commonwealth of Independent States together with Executive committee of the CIS the draft of the Actions plan on realization of the first stage of Strategy of economic development of the Commonwealth of Independent States for the period till 2020 and to submit it for approval of the regular meeting of Council of CIS Heads of Government.

It is made in the city of Chisinau on November 14, 2008 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

The strategy of economic development of the Commonwealth of Independent States for the period till 2020

Introduction

This Strategy of economic development of the Commonwealth of Independent States for the period till 2020 (further - Strategy) is developed according to provisions of the Concept of further development of the Commonwealth of Independent States and the Plan of the main actions for its realization accepted by Council of heads of states of the CIS on October 5, 2007.

Strategy is based on the fundamental documents accepted within the Commonwealth results of scientific research and the analysis of the economic situation which developed in the State Parties of the CIS during economic reforms and integration processes and assumes realization of its provisions for the period till 2020.

Strategy - the complex document representing system of the views of common goals, priorities and perspectives of social and economic development approved by the State Parties of the CIS for deepening of the interstate economic relations and transformation of the Commonwealth of Independent States into the full significant participant of system of the international economic relations.

The purpose of Strategy are giving of additional impulses to economic interaction of the State Parties of the CIS, ensuring sustainable development, economic safety, growth in prosperity and qualities of life of the population on the basis of synergy effect and scale effect, competitiveness of national economy of the State Parties of the CIS and strengthening of their line items in world economic system.

Strategy implementation is equitable to the vital interests of each State Party of the CIS, is for them priority and is intended to promote harmonious development of economic life.

Development of economic cooperation within the CIS does not contradict development of the relations with other states, does not limit and does not restrain their interaction.

Basis of Strategy are voluntariness and independence of the State Parties of the CIS in determination of the directions and depths of participation in integration processes, the sequence and staging of implementation of actions on development of economic cooperation.

About the place of the CIS in world economic system

The Commonwealth of Independent States is one of the interstate regional economic associations operating in the world which development lies in line with the major world tendentsiyglobalization and regionalizations.

Effective use of complex of opportunities of internal and external nature, including mutually beneficial economic cooperation, opens real perspectives of dynamic economic growth and strengthening of their influence on development of world economic system before the State Parties of the CIS.

Now in front of the CIS sharply there are questions of determination of the place in the changing configuration of the modern world, increase in competitiveness of national economy, transformation of the Commonwealth into the regional economic consolidation capable to play essential role in world economy.
