paying attention to cross-border nature of drug trafficking and their precursors,

considering that drug trafficking is the national disaster for most the states destroying their economic and socio-political potential

emphasizing that, despite efforts of the international community, one of the main sources of global narcothreat remain illegal flow of drugs from the territory of Afghanistan,

considering that in the circumstances key condition of increase in efficiency of counteraction to narcothreat is expansion of multi-level system of interstate cooperation,

we declare determination of our states to activate collateral actions in fight against drug trafficking and their precursors,

we call the states within international cooperation in fight against drug trafficking and their precursors for the following actions:

perform on regular basis joint operations on counteraction to drug trafficking and their precursors, and also perform joint programs and projects in this area, including in case of the coordinating role of the UN,

increase efficiency of exchange of information concerning law-enforcement, preventive and other aspects of counteraction to drug trafficking and their precursors,

hold joint events and exchange experiment on questions of prevention of drug addiction, treatment and rehabilitation of patients with drug addiction,

render mutual assistance in formation of the national institutes dealing with problems of counteraction to drug trafficking and their precursors

approve measures for control of drug trafficking and their precursors for the purpose of non-admission of illicit supply of drugs from Afghanistan,
